BCPD; Brice Kerschen: npc 4 getting 14% of call volume. Highlighted b&e of vehicles and homes
facilitated by unlocked doors, homicide at Claude Evans park being drug related, and the negligent
homicide at Bronson Hospital leading to the posting of a no turn on red at the intersection. Cautioned
that mail theft increases during winter. Todd Everson stated the hospital and city plan on meeting next
week to discuss safety issues.
Code; Todd Nowicki: Trunk or Treat at McCamly and VanBuren Oct 31. Brice made note that front yard
parking and improperly discarded mattresses are on his radar for enforcement. Todd said city has
plenty of free plastic covers. 250 Orchard owners trying to convert property to single family. Benjamin
Park management further explained. Three person board, Brice, Sarah, JP, manage for the npc. Sarah
planned on posting picture on npc page.
Park and Recreation; Duska Brumm and Todd Everson: Gave handout explaining park and recreation
five year master plan in order to seek DNR grants for park improvements. Leah sited beavers at
Woodland Park flooding walkways. Susan had a safety concern walking the linear park. Todd gave a
heads up on the winter plowing priorities; Mdot roads, main trunk lines, bus routes, then local.
BCPS; WK prep principal Calvin Williams: Highlighted the graduation rate at 47% and increasing
enrollment in the day, night and virtual programs. The school meets student needs through individual
scheduling. He meets with parents prior to student enrollment. He emphasized the importance of
loving the kids he and his staff work with. Duska gave Calvin kudos for his work. Kelly cited the BCPD
explorer program giving alternative school students an opportunity to intern toward employment within
the department.
minutes: Sept minutes approval postponed till next month. JP advised npc elections are next month.
BCPS; Nathan Grajek: Jacqueline Slaby calls in to participate in board meetings from Italy for the year.
The board is working toward a formal approval of teleconferences.
Historical commission; JP Wilson: Shranks demolition approved.
Old business; Debbie Fryer: Dog park meeting Friday with city to get site approval. Seeking extra
funding prior to Byrne grant submission, perhaps from veterinarians. Kelly and Nathan support it as a
Byrne grant project case. Brice wondered if grant money could be requisitioned for a Benjamin Park
picnic through a page grant. Leah volunteered to be a wordsmith for a longer grant. Sarah, JP and Brice
planned to meet and propose a spring clean-up and summer picnic.
Beautiful BC: Jeff nominated 98 Bryant St
Comments: Sarah had water problems, off color, off taste at her residence. Debbie investigated a
neighbor's water main repair was the cause of rust in her water. Susan questioned and Todd responded
to her sewer line problem. Sidewalk to street is the city responsibility. JP would work with Sarah and
Brice on membership committee.
Membership: Susan Glidden nominated for membership.
Comments: Brice recounted the return of a missing ladder using face book page. Mary found the
meeting informative and interesting. Kelly talked about a rally organized by Tino Smith. Jeff was in the
community spotlight with the Be Safe Battle Creek program. Leah appreciated the teachers coming to
the library and rounding up students cutting class. She also mentioned the Love where you live- co work
collaborative. Debbie wants to use a Learn by doing grant for the dog park. Nathan is up for reelection
to the school board. Cited a balanced budget and pay increase for teachers.
Public comments: Jeff shared how through the Be Safe BC program he has gained experience on how
projects move along. JP promoted the Promethean Society hobbies and games; how to build stuff.
