CENTRAL NEIGHBORHOOD PLANNING COUNCIL – NPC 3 Minutes of April 13, 2023 Trinity Neighborhood Center 10 W. Bidwell St Battle Creek MI CALL TO ORDER/TIME CONVENED: 7 P.M. ATTENDANCE: Members: Tim Conlogue, Bob Kist, Cynde Foster, Gloria Mansfield, Trudy Hall, Cari Briggs, Pastor Janet Wilson, Tim Cole, Jack Montague Excused: Carla Berner, Al Berner, Elisha Hodge, Bryan Mayes Absent: Jerry Dill, Penny Dill City Staff: Officer’s Shippell & Jameson, Principal Dave Fout, Northwestern BCPS, Chris Lussier of Community Development Dept. Guests: Rep. Jim Haddsma, Michelle Tyler ADDITION OR DELETIONS TO THE AENDA: Reports from Tim Cole and Pastor Janet Wilson on increasing membership APPROVAL OF THE MINUTES: Motion by Cari Briggs 2nd Bob Kist to approve the minutes of March 9, 2023. Carried CITY STAFF REPORTS: Police Department: Officer’s passed out the Police Reports containg number of arrests, felonies, foot patrol, and traffic stops. Spider tech program discussed. Code Reports: Code Reports were handed out COMMITTEE REPORTS: Commissioner Report: None Schools: Battle Creek Public Schools and Lakeview District Schools: Dave Fout, Principal of BCPS Northwestern gave us updates on school testing of the students, updates on changes to schools from the 40 million Bond that passed. Two Areas of concern were literacy and attendance and what steps are being taken to improve. None from Lakeview Membership (new additions/deletions): None Beautiful Battle Creek Award (Residential/and or Business): R-301 Eldred Business Report: 327 Capital Ave has opened and will host an “open house” on 5/20/23. Horrock’s now open in new location (old Penny’s store area in the mall on Beckley) Networking/Programing: None OLD BUSINESS TOO BE FINALIZED: Two Part Reporting here on “How to Increase Membership” and “Who Are the Residents” of our NPC. Chris Lussier passed out a “At Risk Population Profile” Report that explained the population, households, average size of household, median age, median household Income, median home value, wealth index, housing affordability, diversity index. Because of our size we have diverse neighborhoods-we have 40% of the Spanish Speaking residents within the City in our NPC. Discussion continued on how this report could help increase our membership: by reaching the residents who may not be aware of our NPC Meetings and opportunities To improve the quality of life in their neighborhoods. Tim Cole and Pastor Janet Wilson passed out a draft for applying for a Battle Creek Foundation Mini Grant. This report included an introduction, purpose of the Grant, Funding to support, budget, and supporting documentation. Motion: by Tim Conlogue 2nd Bob Kist that Tim Cole procede in Applying for the Battle Creek Foundation Mini Grant. Carried NEW BUSINESS; None NEW BUSINESS FOR FUTURE MEETTINGS: Have Land Bank come speak (on 108 properties or lots in our NPC) and Community Development Dept at September Meeting. PUBLIC/GUEST COMMENTS: Representative Jim Haddsma gave us updates on Bills passed and when they will take affect. MEMBER COMMENTS: Pastor Janet told of the “Earth Day” Cleanuo to be held on April 22, 2023 at Trinity Neighborhood Center at 10 W. Bidwell St. Battle Creek MI from 1-3 pm.
