Council Minutes – January 13, 2014
Meeting at Christ United Methodist Church
65 North Bedford Road
Call to Order: The meeting was called to order at 7:00 PM by Robert Whitfield, chair.
Attendance: Robert Whitfield, Chair; David Moore; Dale Stratton; Mary Lou Ramon; Carl
Brockman; Fred Bachman; Deborah Owens; Sara Schmanske; Joe Britvec; Hal Longman; Dennis
McKinley; Jeff Knapper; Todd Gerber; T.R. Shaw; Stan Beckwith; Rebecca Runyon
Previous Minutes: N/A
Correspondence: Kathy Antaya and Patricia Graw have been accepted as members.
Police Report: Questions were addressed from the council.
Guest Speaker #1: T. R. Shaw of the Navy League of Battle Creek spoke to the council as well as
shared a video. He discussed how the Reserve Center was established in Battle Creek in 1949. The
Navy League is comprised of citizens in support of sea services. You must be a U.S. citizen to join.

Guest Speaker #2: Todd Gerber from the City of Battle Creek spoke on plowing activity since the
January winter storm. Battle Creek currently has 26 people plowing 2013-2014 in contrast to 35
people in 2008-2009. The current crew is responsible for 300 miles of streets within the Battle Creek
area. The snow and ice budget for the current fiscal year is $1.7 million. Transit roads and main roads
have priority when plowing is required.
Commissioner’s Report: Deb Owens reported that in 2014 West Michigan will be repaved from
Washington to Clark Road.
School Report: N/A
Code Report: Dennis McKinley handed out a written report and fielded questions from the council.
Membership: Deborah Gregory had an excused absence.
Beautiful Battle Creek Award: 28 East Willard as reported by Dale Stratton
Old Business: N/A
New Business: Discussions were had to generate ideas for locations for future meetings. Susan
Bledsoe from Community Development will be the February speaker.
