Minutes of January 14, 2014 Meeting
Call to Order: Meeting was called to order at 6:30 PM by Chair Linda Morris.
Members and Citizens Present: Harry Zimmerman, Linda (Morris) Zimmerman), Shelby
Winslow, Laura Clingenpeel, Bob Snyder, Cindy Snyder, Sallie
Massa and Robert Harland
City Officials: Chris Hilton
Minutes of previous meeting approved by members present. However, due to excused absences for
vacations and/or illness, only 6 members were in attendance which may require that the minutes be
approved at a subsequent meeting.
Crime Mapping Report and NPC Service Report: Chris Hilton distributed both reports and stated
that the number of liquor license entries were indicative of the annual renewal requirements. Chris also
advised that city ordinance requires that sidewalks be cleared of snow. placement advertising various
businesses. Action on the NPC’S concerns with obstructed vision intersections and traffic control
devices are pending with the appropriate departments. Chris will report when these issues are resolved..
Linda Morris reported that Officer Winer was unable to attend the meeting but had asked that residents
be advised of the Breaking & Entering on Beckley Road on 1-13-14; and, the attempted B & E on
Watkins Road on 1-14-14. Officer Winer also asked that members be advised to check all window and
door locks; and to keep an eye out for suspicious activity. A partial description of the suspects were 2
young males in a dark gray, mid-size 2 door car. Responding officers missed the suspects by mere
minutes because the home owner attempted contacting the spouse before calling 911. He stressed “call
911" first.
Old Business: Linda Morris reported that Senate Bill 0313, regarding housing & inspection, appears
to be stalled in the Senate. Members discussed establishing a Neighborhood Crime
Watch program. All members present voted to table the matter indefinitely because of
the intensive effort required in setting up such a program and because of the large
geographical area comprising NPC 9.
New Business: BCATS latest report distributed to membership. Shelby Winslow questioned the
City’s priority in not plowing Lois Drive for several days after the recent snow
storm. Her concerns were that Lois Drive has only 1 ingress/egress access, an
assisted living facility & several elderly residents. Linda Morris asked Chris
Hilton to discuss concerns with City Staff & report at our next meeting. All in
attendance agreed that the heavy snowfall & power outages over the Christmas
holiday were unusual; but, that the City did not appear to have a organized plan
for dealing with the street snow removal.
Meeting adjourned at 7:21 PM.
