MINUTES
1. Meeting was called to order by Chairman Whitfield at 7:01PM. Chairman Whitfield
called for a moment of silence.
2. Attendance; Robert Whitfield, Deborah Owens, David Moore, Sara Schmanske, Hal
Longman, Kathy Antaya, Patricia Graw, Johnny Vick, Freeman Thomas, Terry
Lancaster, Beverly Case
Excused: Fred Bachman, Joshua Fausey, Curtis Roberts, Walt McIlroy, Paula
Scarbrough, Catherine LaValley
Staff: Dennis McKinley, Code Compliance; Cody Longon, BCPD; Garrett Day BCPD
Guests: Matt Saxton, guest speaker

3. No chair announcements or correspondence.
4. It was noted by a member that Jim Haadsma was not the Guest Speaker for today’s
meeting.

5. December minutes were approved as amended.
for City Staff - The December minutes, as amended, are included in this email.
6. Guest Speaker – Matt Saxton, Calhoun Co Sheriff - Gave report on a program for 4th
graders in Calhoun Co, “Junior Deputy.” Initiated in 3013. Intended to connect with
youth, increase school success and graduation rates. Sheriff Saxton said that increased
graduation rates correspond with decrease of criminal activities and incarceration.
Answered members’ questions.
7. Police Report - Officer Cody reported no new trends. Noted that 3 houses in our area are
currently being investigated for drug involvement. Officer Cody gave a stern warning
about the extreme hazards of the current heroine crisis. That is, the heroine is being
mixed with an extremely potent tranquilizer. He warned: DO NOT EVEN TOUCH a
drug needle or any white powder around it, especially at the scene of an overdose.
This is Office Cody’s last NPC #5 meeting due to being reassigned to another area.

8. (A) School Report - The January 16 School Board meeting is rescheduled.
(B) Code Report – Dennis McKinley provided handouts with a summary of the code
violations in our area. He also had follow-up information for several questions asked at
the Dec meeting. McKinley also answered member questions.
(C) Beautiful Battle Creek Award - Sara Schmanske reported that 1636 W. Michigan
Ave. was the recipient of this month’s Beautiful Battle Creek award.
for City staff: are these addresses being given to the City Commission for recognition?
(D) Membership Committee – The following individuals have renewed their NPC
membership and have been accepted by the members present at this meeting: Fred
Bachman, Hal Longman Paula Scarbrough, Terry Lancaster. (Four members have
resigned due to relocation, etc.)
9. Old Business - Chairman Whitfield reminded the committee that the City of BC needs
the receipts from Fall Fest expenses.
10. New Business – none
11. Public Service Comments from Commissioners - Commissioner Deborah Owens
reported on many new business developments in the city. Reported that the area across
from Urbandale McDonald’s has been rezoned C-2, which fits in the City’s master plan.
Informs us that the City is purchasing some new pieces of firefighting equipment, and
investigating more. These are needed due to the aging of current equipment.
