1. Call to Order & Welcome: Chairman Whitfield called the meeting to order and welcomed
everyone at 7:04 p.m.
2. Attendance
Members Present: Chairman Robert Whitfield, Kathy Antaya, Brian Steele, David Moore, Roger
Ballard, Terry Lancaster, Nancy Hoard, Wayne Hoard, Bernadette Llewelyn, Beverly Case,
Barbara Travis, Fred Bachman, Sara Schmanske, Patricia Graw, Johnny Vick, Freeman
Thomas, Kristin Blood
City Staff: Glen Perian, Dennis McKinley, Officer Zach Burgess, Officer Randy O’Connell
Excused: Commissioner Deb Owens (sickness), Joshua Fausey, Catherine LaValley
3. Announcements: Chairman Whitfield gave a message from Commissioner Owens thanking
the NPC for all their support in the previous years and that she was very disappointed she could
not be here due to illness.
4. Additions or Deletions to the Agenda: None to report
5. Approval of Previous Minutes: The previous month’s minutes were approved.
6. Police Report: The police report was distributed by Officers Zach Burgess and Randy
O’Connell They took questions from those presents and listened to community concerns. They
said they would patrol local parks and schools for any illegal activity.
7. Guest Speaker: Jessica Gilbert and Shevy Rocho came from the South Central Humane
Society and explained that their animals get to stay until they find their forever home. They will
happily accept holiday cards for their pets this year. They are a non-profit organization and are a
stand alone organization. Ninety percent of their funding comes through donation. They also
offer dog training classes on Saturdays and a free dog park open to the public. If anybody is
looking to volunteer the society would gladly take them. They are having an open house on
December 8th, 2017 from 7-9 p.m.
8. Committee Reports:
School Report: The report was deferred as nobody was present
Code Report: Dennis McKinley distributed the code report and gave updates about specific
properties.
Beautification: 55 Althea Ave.
9. Old Business: Our NPC is now listed on a sign near Pizza Hut for the Adopt-A-Highway
program. We will take part in this program again in March.
10. New Business: Glenn Perian from the City Planning Department shared a Land Use
Classification Map and asked for our input on how the areas were classified. Comments can be
sent to the planning department and the document is available online. They want comments
from the people who live in the neighborhood.
Chairman Whitfield asked that if anybody would like to be on the Urbandale Festival planning or
suggest other ideas, talk to him.
Renewal of new members: David Moore, Deborah Owens, Robert Whitfield, Kathy Antaya,
Patricia Graw, Curtis Roberts, Paul Satjar
11. Nominating Committee: Nominating Chair Fred Bachman explained that we will vote for
NPC officers next month.
Kristin Blood was nominated for membership.
12. Public Service Comments from Commissioner: No commissioners were present.
13. Comments for the Good of the Order:
Public Comments: Kristin Blood let everyone know they are swearing in the newly elected
commissioners tomorrow evening and those commissioners will be electing the new mayor.
Member Comments: Kathy Antaya gave updates on the Leila Arboretum Farm Stand
14. Next Meeting: December 11th, 7:00 p.m.
15. Adjournment: 8:28 pm.
