URBANDLAE NEIGHBORHOOD PLANNING COUNCIL – AUGUST 13, 2018 MINUTES
Call to order: 7:02 pm.
Attendance: Robert Whitfield-Chair, Freeman Thomas-vice chair, acting secretary- Rebecca Pierce.
Sara Schmanske, Kristin Blood, Terry Lancaster, Walt McIlroy, Johnny Vick, Pat Graw, Gloria Zanotti,
Kathy Antaya, Curtis Roberts, and Fred Bachman.
City Staff: Officer Nathaniel Hopkins-BCPD and Commissioner John Griffin
Guests Present: Skylar Blood
Excused: Deb Owens, Josh Fausey, David Moore, Catherine LaValley, Roger Ballard, Nancy Hoard, and
Wayne Hoard.
Announcements: None
Additions/Deletions: At the July meeting, it was said that in place of a guest speaker for the Aug.
meeting, questions for Commissioner Griffin would be collected and asked by one person. Instead, the
questions were asked by members. Commissioner would also give his report at this time.
Approval of previous minutes: Motion was made by Robert to approve the July minutes, and was 2nd
by Kathy Antaya. Minutes passed by voice vote.
Police report: Officer Nathaniel Hopkins read the police report, Took questions and concerns. He also
told us that the first patrol shift will start working out of the new police department on Saturday Aug 18,
2018 at 6 am.
Guest Speaker: Commissioner John Griffin reported that the new police department cost approx. 15
million dollars to build. The city is close to selecting a new fire chief. Committee of fire experts had
narrowed the field down to 3 candidates. The new fire chief should be selected within the week.
Selection of Ward 5 commissioner was made July 31, as the previous one had resigned. Votes were cast
by secret ballot, and went 3 rounds. The winner was Jim Lance, congratulations and welcome to the city
commission.
Mr. Griffin asked the membership what they would like to see happen in the future of the Urbandale
area. Concern was expressed that there was not enough voter turnout, and that the public was
concerned about the citizens electing a mayor and vice mayor as opposed to the commission electing
them as they do now. The Blue Ribbon Committee suggested that the commission have 7 ward
commissioners, and 2 at large, who would be the mayor and vice mayor. Mr. Griffin asked the members
of this NPC their opinion, and most said that they would want Mr. Griffin to vote to agree with the Blue
Ribbon Committee's suggestion. Next Commission meeting is Tues. Aug 14, 2018. Open to the public.

Beautification: 1770 West Michigan Ave
Old business: Terry Lancaster told us that the Highway cleanup that was scheduled for Sat. Aug. 21,
2018 was cancelled due to rain, and is rescheduled for Sat. Sept. 22, 2018.
Grant of $1,500.00, for the Urbandale Fall Festival was granted. There will be a Fall Festival committee
meeting at noon on Tues. Aug. 14, 2018, at Spanky's on West Michigan Ave. The Fall Festival is
scheduled for Saturday Sept. 15, 2018. Volunteers are needed and welcomed.
New Business: none
Guest Speaker for the Sept meeting will be Bronson volunteers, Sally McCune and Melissa MacKinder.
Public Comment: none
Member comment: Future requests for grant money for projects, the application should be submitted 8
months prior.
BC Country Club is hosting a LPGA tournament on Aug 17, 18, and 19, (Friday-Sunday). Public Welcome.
The Blue Ribbon Committee will not be discussed at the city commission meeting on Tues, Aug. 14,
2018.
Election for NPC Chair, vice-chair and secretary will be coming. Submit interest in these seats, to Fred
Bachman, nomination committee chair.
Next meeting: is Sept.10, 2018 at 7:00 pm
