Meeting Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Central Christian Church Community Room 713 Riverside Drive Battle Creek, MI 49015 Wednesday, August 22, 2018 1. 7:00 PM – Welcome and opening – Leah Ortiz 2. Correspondence sent/received and upcoming events:  Renewal of Members: i. All below members need membership renewed. Motion passed. Tina Yost Johnson 9. James Hamlin 10. Tate Trujillo 11. Stephen Worful  Brian Wensauer – County Treasurer i. Discussed background of Minges pond that was established back in 1950’s. The subdivision were deeded 1/11th of pond back in the 1960’s. Although the house/residence deeds that lined the pond transferred the deed for the house but did not transfer over the 1/11th pond. So the original owners were still owning the 1/11th of the pond taxes due. The original owners are now MIA and past due taxes are due on the property. Calhoun County is now auctioning the land. ii. Auction is 29 August 2018 being held at Firekeepers Casino. Minimum bid is $9,700. iii. Brian was present to answer any questions after meeting over Minges Pond Sale. (see next page for more details)  iv. Any further questions direct to Brian at Calhoun County Treasurer. 6. City staff reports and Commissioner Comments:  City/County Commissioners’ remarks  Jake Smith – County Commissioner i. Reports financial audit of county returned as healthy ii. Continued work on County Pension re-structure iii. County bought plow trucks and equipment. Still looking into getting necessary facilities to store this equipment properly to preserve readiness.  Police Department Report  Sgt. Bell i. 1st week of all BCPD in the newly built station. ii. Recent abductions – looks like it is not a “random” abduction. They could have known each other. Family is still out and there are still more pending questions. 1. The incident at Riverside Park is not related to other abduction and could have just been a misunderstanding as the two individuals bumped into each other. iii. Break-in and Enter’s (B & E) – 1/3rd of reports are over unlocked cars left out. 1. A lot of the B&E’s are moments of opportunity when a weak target is seen (such as unlocked cars or houses that are vacant) iv. Lakeview School Resource Officers have been assigned.  City Representative Report  Yolanda Johnson – Code Compliance  i. Rental Renewals are highest code compliance portion. ii. Front Yard parking was the second highest. It can be hard to enforce as it is easy for resident to move the parked vehicle. Any information over times of violation would assist with enforcement. iii. Any high grass/weeds, you can report into the City to have it looked into. As reminder, it is considered high grass/weeds with 9 inches high, uniformity. 7. Committee reports:  Beautiful Battle Creek Award Nominations – Dave Hawks  Neighborhoods and Land Use – John Godfrey i. **Briefed by Dan Buscher** ii. Pasches submitted to re-zone their property to also have 42 residents on the lake front. Three story apartments. Parking and Traffic is still being studied. iii. City is looking into total rezone of the City of Battle Creek. re-evaluating entire zoning code. Possibly get more multi-use zones in the Battle Creek City  NPC 11 Programs – open position i. We are still looking for volunteers for this position!!!!  Blue Ribbon Advisory Committee update - Randall Champlin / John Godfrey i. Concluded last meeting in June and submitted below to city commission for review/approval (requiring a future vote). ii. Have direct elections of the Mayor and Vice Mayor iii. Same size commission - 9 commissioners. iv. 2 at large commissioners (Mayor/Vice Mayor). 7 Ward commissioners. v. 2-year terms for commissioners still. No staggering of terms. vi. No term-limits. vii. Sept. 18 – City hall 530 PM – RM. 302A – Commissioners to review on Blue Ribbon Recommendations 8. Old business:  None 9. New business:  Monthly informational Program: **Sgt. Bell took Lt. Bagwell spot and notes are above in police dept. report** – BCPD: New Police Station open, Information over recent abduction attempts, rash of breaking and enters (B & E’s). 10. Members’ comments:  Leah Ortiz: Attended Leadership meeting – If you are a Willard Library member, you can reserve a room for a conference/meeting place (library downtown).  Tate Trujillo: Program Idea’s: BC Waste Water Treatment Plan, P&F Pension fund (will be engaging on this for next meeting), Smart 911, Land Bank (Dynamometrics – getting state funded for Calhoun County project), New businesses that have opened near NPC 11, Miles for Band, Hear more over drainage board (city/county stormwater management). **Spring time: maybe invite Bombers to describe about their program**. 12. This is across the street approximately 1/5th of a mile south of our old meeting location, Riverside Elementary School.
