Meeting Minutes
August 27, 2018
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03pm
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair Dave Weaver, Secretary Linda Patenaude, Diana
Cole, Donna Kowalski, Mary Jane Cipcic, Ollie Griffin and Tom Rose
Commissioner John Griffin
Guests: Mary Ludlow, Jack Ludlow, Scott Schafer, J Stein, Dale Sinclair, Linda Sinclair, Sherry
Feld, and Julie Steinbacker
City staff: Jason Francisco and Officer Tom Rivera
Chair Notes/Correspondence/Announcements:
Additions/Deletions to the Agenda: none
Minutes: Minutes from April, June and July were approved unanimously with motions from
Dave Weaver with support from Tom Rose.
Police Report: Officer O’Bryant was out on a call for domestic violence so Officer Rivera came
in her place. Speeding in the neighborhood was discussed. Traffic enforcement around the
schools was discussed. A resident shared problems she was having with another neighbor.
Public service announcements from commissioners: Commissioner John Griffin noted that
Dave Walters resigned and there were 9 candidates who want to take his place on the
commission. Attorney James Lance was selected. The new police department is open. A new
fire chief has been appointed; Brian Sturdivant.
Committee Reports:
Membership: Linda nominated Leslie Williams, 13746 Helmer Road S, to join our Council
as a member with support from Dave Weaver. A unanimous vote was held.
Lakeview Schools: MaryJane Cipcic reported that the construction is moving along on
the schools. The new plan of separating the 5th/6th graders from the 7th and 8th graders
at the middle school is being implemented. She feels confident that all the road
construction on Helmer will be completed by schools opening next week.
Beautiful Battle Creek award: 120 Alco was nominated. 2 businesses were nominated
927 W Columbia and Uncle Ed’s Oil shop on 2050 W Columbia.
Woodland Park: Diana Cole reported that they are using grant monies to replace some
vandalized signage. BC Fire Department and MI Search and Rescue teams use the park
for training purposes.
City Staff Report: Jason handed out code reports and cautioned people to call about tall
grass/weed enforcement early. The process takes a few days and in that time grass/weeds
can get really tall. He also heard complaints about the water not draining on 24th and
Lakeshore and Charles E Place. Mattress bags are available again at the office.
Old Business: none
New Business: A resident is experiencing neighbor problems on 24th St between Highland
and Goguac. She claims they are running an illegal kennel and have junk accumulation and
possible domestic violence. Her commissioner, code enforcement, and the police have all
been notified about the situation.

Next Meeting: September 24, 2018 Superintendent will come talk about the schools
