MINUTES Monday, Dec. 12, 2022 at 7:00 p.m. URBANDALE NEIGHBORHOOD PLANNING COUNCIL (NPC #5) (Christ United Methodist Church, 65 Bedford Rd) FOR EXCUSED ABSENCES and AGENDA CHANGES, CONTACT Kathy Antaya 616-450-18841. 1. Meeting called to order at 7:02 pm. Chair Antaya announced the absence of a quorum. The meeting was held as scheduled, without conducting official business. 2. Attendance: (20 members total, 8 members in attendance. No quorum.) • Members - Kathy Antaya (Chair); Pat Graw (M); Nancy Hoard (M):; Terry Lancaster (M); Cathy LaValley (Vice Chair); David Moore (M); Sara Schmanske (M); Heather Stratton (M); • Guest (G), City Rep (C) - Pam Fickle (C); Pat Dillinger (C); Joanna Hacker (G); Daniel LaValley (G); Eric Morris (C) • EXCUSED: Fred Bachman (M); Roger Ballard (M); Kristin Blood (Secretary) 3. Chair Notes/Announcements/Correspondence: City prefers to communicate via email, for efficiency and cost savings. Important to have current emails for all members. Reminder about membership - a prospective member should attend three meetings to apply for membership. If a current member has three unexcused absences in a row, their membership could be reconsidered. 4. Approval of Agenda (Additions or Deletions): No quorum. 5. Approval of Previous Minutes: No quorum. (Approve 3/9/20, 11/14/22 and 12/12/22 on Jan 9, 2023) 6. Police Report: Officer Pam Fickle has been assigned to the Urbandale district. She reported: not many property calls in Nov. One burglary. Lots of traffic stops along Bedford and Michigan. Fickle distributed copies of the Urbandale police report. 7. Guest Speaker: Officer Pat Dillinger from Animal Control Services surprised us with a visit, and answered many questions. He addressed a number of neighborhood issues, like those at 23 Kellogg. Reminded folks of the dog and cat licensing ordinances in Battle Creek. He also noted that a bat in Battle Creek has been diagnosed with rabies. 8. Committee Reports: Comments limited to 3 min per topic • (a) School Catherine LaValley reported • (b) Code Report Eric Morris provided a report and answered questions • (c) Beautiful BC Award Sara Schmanske submitted 208 Woodlawn Ave N. for the Dec award • (d) Food Pantry (e) Library no reports 9. Membership - Discussion of membership qualifications and responsibilities, quorum 10. Old Business: (3 Minutes Per Topic) - MDOT trash patrol be discussed in Jan 11. New Business: (3 Minutes Per Topic) - none, no quorum 12. Public Service Comments from Commissioners: no commissioners available 13. Comments for the Good of the Order: Comments limited to three (3) min per person (a) Public Comments: none (b) Members Comments: Members expressed gratitude to retiring Chief Blocker for his long-time service to Battle Creek. Members also expressed concern for an unlit holiday light located at Hillcrest and Michigan Ave. The NPC Chair indicated they would ask ULABA about this particular decoration. 14.Next Meeting: Jan. 9, 2023, 7:00 pm 15.
