1. Call to Order @ 7:00pm 2. Attendance sign in sheet. Excused: Kathy Antalya, Patricia Graw, Heather Stratton 3. Approval of Previous Minutes: March 9, 2020———Moved by LaValley 2nd by Hoard. Motion passed. November 14, 2022: discussion took place to amend language and elections before approval. “Council O cer Nominations/Elections” Noting all the candidates on the ballot are unopposed. Whit eld motions for unanimous ballot - all candidates elected to their respective o ce. 2nd by Ballard. Motion passed. This was discussed to add to November 14, 2022 minutes. Moved by LaValley, 2nd by Hoard. Motion passed. December 12, 2022: Moved by Moore, 2nd by Sajtar motion passed. January 9, 2023: Moved by Moore, 2nd by Bachman. Motion passed. 4. Ms. Antaya sent word saying a NPC #5 calendar is needed for our meetings. She made calls to encourage/check on current members. The response was enthusiastic. NPC #5 could welcome new neighbors by a purposeful meeting and develop a welcome packet. 5. N/A 6. O cers Rose and Kirby said that there were 53 tra c stops on W. Michigan Ave.; BCPD is in process of training 17 new hires with another 4 to be hired in the future. O cer Rose suggested strongly to NOT leave car running because of numerous stolen vehicles throughout BC. 7. GUEST SPEAKER: Battle Creek Public Schools Supt. Kimberly Carter spoke and answered several audience questions(4). She brought BCPS Transformation Progress reports 2017-2022 for each audience member. 8. Committee Reports: a)School - see guest speaker b)Code - none c)Food pantry - Pastor Wilson mentioned the Free Lending Library is available. Christ Methodist Church now has Urbandale Food Pantry (M,T, Th) as well as Clothes Closet which is taking donations as well as the only BC Northside AA group meeting at the church. D) Library - none 9. See chair notes. New members voted on (motion LaValley, 2nd Curtis Motion) Janet Wilson, Sharlene Van Luven 10. Previous 208 Woodlawn had their award delivered to their residence. Previous address: 36 Bynum is upcoming approval. New Awardee for February: 111 Morgan Road 11. Fell Park cleanup discussion. KristenBlood mentioned a NPC opportunity grant could provide $$’s for gloves,bags,snacks. The groups will still be discussing project. 12. Urbandale signs as entrance into Urbandale need repair. Sara Schmanske asked if anyone knew why dirt/soil had been moved on her street (2 weeks before). For answers call Public works Dept. Several mentioned that MDOT be contacted to pick up remaining sonstruction cones from M-37 repaying work(across from Bedford Manor, intersection Morgan Rd/M37, 265 N. Bedford Rd.) 13. Commissioner Ballard reported his work for gaining information on Sidewalk improvements (city has no money yet, sidewalks are worked on when the entire street(Willard) is reconstructed), 756 Hinman (5 bench warrants, junk accumulation, code infractions, stories keep changing, still no solution since courts view it as a non-gun incident), cleaning up of Fell Park(gates??, various roo ng materials dumped/left by pavilion, 8 to 9 trucks use park after dark), and 1550 West Michigan(junk cars, 3 outstanding notices, 3 inoperable vehicles). Commissioner Ballard had a nice conversation with Interim Police chief, Shannon Bagley,on February 13, 2023. 14. A) no public comments B)Larry Slas eld -pickup leftover highway construction materials chunks of cement; MDOT responsibility?? Curtis Roberts - Fell Park needs help in various improvements. Paul Sajtar - He/wife are unable to enjoy Linear Park path through Fell Park due to someone growing week/pot plus homeless are in nearby woods. Rather walking or riding bikes, his wife is NOT to be by herself on that path. C) Calendar for 2023: Jan 9, Feb 13, March 13, April 10, May 8, July 12, July 10, Aug 14, Sept 11 cancelled, Oct skipping, Nov 13-nominations, Dec. 11-elections. 15. Next meeting March 13, 2023 16.
