NPC #5 MINUTES – MARCH 13,2023 Called to order: 7pm Attendance: Curtis Roberts, Nancy Hoard, Pat Graw, Fred Bachman, Jack McCulley, Terry Lancaster, Todd Everson (city), Duska Brumm (city), Paul Sajtar, Heather Stratton, Eric Morris (city), Roger Ballard, Joanna Hacker (guest), Sara Schmanske, Kathy Antaya, Kristin Blood, Sharlene VanLuven (guest), Bernadette Llewellyn (guest) Excused Absence: Catherine LaValley Chair notes: city prefers email, please update addresses to have mail sent to home (IF NO EMAIL available); nominations for membership last month have not been approved by city commission yet Agenda approval: Moved by K. Blood, supported by F. Bachman. No discussion. Passed Approval of Feb 8 Minutes: update #14 to June 12 (not July). K. Blood moved, supported by T. Lancaster. No discussion. Passed. No Police present for report. Guest Speaker: Duska Brumm – Recreational Director – Recreation oversees: Willard Beach, Bailey Park, Binder Park Golf Course, Flash Flood and Full Blast. Recreation works closely with DPW to over see the 30+ parks (including 28 Miles of Linear Path) within Battle Creek. They are working on a 5 year master plan focusing on mobility and connection to the local park/path system. A survey was handed out and requested of all those in attendance. Committee Reports: Code: Eric M – City – discussed provided code report; rental inspections discussed, property survey for NPC 4 and NPC 1 to be completed in the next few months. Questions and answer time with Code and DPW (Todd E.) Beautiful BC Award: 35 Wolfe Dr (Rolling Hills Area) – due to homie feel, nice yard; discussed packets for NPC to hand out to and encourage Beautiful BC award recipients to join/participate. Food Pantry: Open - Mon/Tues/Thurs 12-2 @ Church Membership: Using BC awards to encourage membership; creating packet to share with others, events that we can attend to speak of NPCs in general and our NPC specifically Old Business: Fell park Clean up – next month organizing a cleaning effort to align with April’s earth month the city is hosting New Business: None Commissioner Report: Roger B. – City Commissioner – commented he has spoken with city officials regarding Fell park and a gate, Urbandale sign (near Leila), has reached out to ULABA regarding sign and is willing to pay for the sign. Leila has agreed to work with Roger on sign. Stated that there is a $160 Million project on I-94 (10 miles) to repave between Helmer to 17.5 mile; bridge replacements at Beadle Lake and Capital. This project with begin in April – 3 year project. Meeting on Monday 1-6pm DPW regarding I-94 construction. Public Comments: Todd E. – City – Union St over river @ Wagner and East Michigan, total closure beginning April 3. Water main on Beckley, Minges to Helmer, North to I94 construction. At the Fort the new round about will be under construction at Skyline. Chip Sealing and/Resurfacing will begin around town. Four new recreation employees have been approved by the manager’s office, which will help with snow plowing and park maintenance. Member Comments: Nancy H. (member) – Compliment to DPW employees for help with trees down on Bedford during storms. Pat G. (member) – Compliment to DPW employees for help with trees down on her road.
