MEETING MINUTES URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Second Monday @ 7:00 p.m. MINUTES July 8, 2024 1. Call to Order & Welcome @ 7:03 PM 2. Attendance [Member (M) Guest (G) City Rep (C)]: Curtis Roberts (m), David Moore (m), Kathy Antaya (m), Kristin Blood (m), Otto Olson (m), Nancy Hoard (m), Johnny Vick (m), Sara Schmanske (m), Roger Ballard (m), Joanna Hacker (m), Paul Sajtar (m), Fred Bachman (m), Catherine LaValley (m), Robert Whitfield (m), Paula Noaeill (g), David Noaeill (g), Rita Olson (g), Jim Haadsma (g), Cecil Rose (c) , Eric Morris (c), James Eldridge (g), Dennis Shedd (g), Cheryl Roberts (g) EXCUSED: Robert Heather Stratton, Terry Lancaster, Sharlene VanLuven 3. Approval of Previous Minutes: It was moved by Fred B. to approve May’s minutes. It was supported by Nancy H. No Discussion. Passed unanimously. 4. Chair Notes/Announcements/Correspondence: Kathy A took a moment to recognize the lives and recent passing of Pat Graw and Dan LaValley. There was a moment of silence. 5. Additions or Deletions to the Agenda: Reminder that the agenda didn’t show the guest speaker, Cheryl Roberts. 6. Police Report: Officer Rose was present and discussed the provided crime report for our area. He noted the increase of car thefts by juveniles, increased breaking and entering in the rolling hills storage units and that he recently finished his training for the traffic speed enforcement device. Q&A with those present. 7. Guest Speaker: Cheryl Roberts, a Calhoun County Senior Services Ambassador, was present to speaking about the county provided services for local seniors. Ms. Roberts is a volunteer and uses her knowledge to help local seniors access services, which can be income driven. There are two senior centers in Calhoun County, in Albion and Marshall. There is an annual fee of $75, for which you can use both facilities. Those without dental or prescription insurance can visit the Fountain Clinic in Marshall for support. Aug 14 will be senior day at the count fair in Marshall. Q&A with those present. 8. Committee Reports: (Comments limited to 3 min per topic) a. School: Catherine L highlighted the BCPS board meeting three times in June and passing their annual budget. Board elections will be taking place in November, applications to run need to be in by July 23. BC Blast was discussed and there was Q&A with those present. b. Code Report: Eric Morris was present and discussed the provided code report. Q&A with those present. c. Food Pantry: None d. Library: None e. Nominating committee: None 9. New Membership & Renewal: Nancy H. nominated Cheryl Roberts for membership. Catherine L supported. No Discussion. Passed unanimously. 10. Beautiful Battle Creek Award/Nominations: Sara S nominated three addresses this month, after having lengthy discussions with city staff Vanessa. 36 Bynum Dr, 57 Bynum Dr, and 65 Bynum drive. Fred B supported the nomination. No Discussion. Passed unanimously. 11. Old Business: Kathy A reminded those present that Semco and Consumers would be guests speakers in August, focusing on home energy audits. 12. New Business: None 13. Public Service Comments from Commissioners: Commissioner Ballard stated that the old McCamly hotel would be opening in August, the paper plant downtown would be coming down, the old Kmart (blue) site is moving forward with a housing project. Q&A with those present. Representative Haadsma was present and commented on recent state legislation, recent funding that passed, school funding and enhancement grants coming to the Battle Creek and surrounding areas. Members Comments: Paul S mentioned to be on heightened alert for fawns and does in the area. Robert W commented that he is not getting city emails with the minutes. Joanna commented on activity of coyotes in and around her house. David M mentioned he was please with such great weather for the balloon festival. 15. Next Meeting: August 12 @ 7PM 16.
