URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Nov 11, 2024 @ 7:00 p.m. MINUTES Dra� 1. Call to Order & Welcome @ 7:01 p.m.: 2. Atendance: Member (M): Kathy Antaya, Sharlene VanLuven, Fred Bachman, Nancy Hoard, David Moore, Roger Ballard, Heather Straton, Catherine LaValley, Cheryl Roberts, Johnny Vick, JoAnna Hacker, Sara Schmanske, Cur�s Roberts, Oto Olsen, Kris�n Blood, Paty Poole-Gray, Paul Sajtar. We have Quorum. Guest (G): Rita Olson, Sue Bachman, Mary Bourgeois, Jim Haadsma, Nate Schacher City Rep (C): Cecil Rose EXCUSED: Terry Lancaster, Robert Whi�ield 3. Approval of Previous Minutes: Fred B. moved to approve minutes from Oct 14. Heather S. supported his mo�on. No discussion. Passed unanimously. 4. Chair Notes/Announcements/Correspondence: (a) Review of By-laws and communica�on with City (Helen G.) indicates our NPC mtg. quorum is “7 members present.” (b) Most NPC 5 memberships are due for renewal. Per By-laws, membership renewals should be staggered, so 1/3 members are renewed each year for 3 year terms. 5. Addi�ons or Dele�ons to the Agenda: Agenda shall be modified such that Nomina�ng Commitee report and elec�ons will occur during Old Business. Cath L. moved to modify and Heather S. second. No discussion. Mo�on passed. 6. Police Report: Officer Rose reviewed the police report which was discussed with those present. Rose noted a high number of weapons charges all related to 1 household. Discussion regarding homeless encampments in Urbandale. 7. Guest Speaker: none 8. Commitee Reports: a. School: Paty Poole Gray gave a brief report. Two new School Board members start Jan 2025. b. Code Report: no report c. Food Pantry: Roger B reported the pantry box (in pkg lot) is reinstalled and ready for use d. Library: no report 9. New Membership & Renewal: Per By-laws, membership renewals were staggered, so 1/3 members are renewed each year for 3 year terms. Beau�ful Batle Creek Award/Nomina�ons: (a) 247 Kellogg St. was nominated for BBCA Home, by Sara S. She noted their beau�ful front yard carvings and tree house. (b) Taco Bell at 1501 W. Michigan Ave nominated as BBCA Business. Cath L. moved to accept the nomina�ons. Kris�n B second the mo�on. No discussion. Mo�on passed. 11. Old Business: (a) Nomina�ng commitee: Heather S. advised she had reached out to all NPC 5 members. Heather reopened nomina�ons. There were no nomina�ons from the floor. Paty P-G moved to close nomina�ons. Nancy H. second the mo�on. No discussion. Mo�on passed. These are the nomina�ons: Kathy Antaya for Chair, Catherine LaValley for Vice Chair and Heather Straton for Secretary. (b) Elec�ons: Fred B ran the elec�on. Fred mo�oned to approve all candidates in a single voice vote. Mo�on second by Kris�n. No discussion. Mo�on carried. These candidates were unanimously elected: Kathy Antaya for Chair, Catherine LaValley for Vice Chair and Heather Straton for Secretary. 12. New Business: 2025 mee�ng schedule was discussed. Kris�n B moved that we meet 10 months, skipping June and Dec. JoAnna H. second. Discussion ensued. Mo�on passed. 13. Public Service Comments from Commissioners: (a) Roger Ballard (Ward 1 Commissioner) announced CUMC’s last Swiss Steak Dinner of the year, Nov 15, 5-630 pm. Thanked our NPC for their support and said it was a pleasure serving us for the last 2 years as Commissioner. (Roger lost his reelec�on bid.) (b) Jim Haadsma (State Rep, 44th House District) talked about an issue with uncounted absentee ballots. The situa�on was corrected and the ballots are being counted. It appears that Jim lost by a very slim margin. Once the ballots are counted, his office may call for a recount. 14. Comments for the Good of the Order: (a) Public Comments: none (b) Members Comments: Cheryl R. reminded us that the Kool Center is star�ng to host more Senior ac�vi�es, including a holiday bus trip to Frankenmuth. Contact Kool Center for �ckets. Heather S. noted an art exhibit of her work, en�tled “Luna�c Fringe” at the Davidson Bldg, Art Gallery at KCC. Now through Dec 14. Kathy A. thanked Commissioner Ballard and Rep. Haadsma for their stalwart service to our community. 15. Next Mee�ng: Jan 13, 2025. 7pm. 16. Adjournment: 7:52 pm.
