Art Center of Battle Creek–Banana-rama Show going on now at Art Center. Open limited hours w/ once-a-month show + classes. Lions Club BBQ chicken dinner May 17, $15/meal. DPW Open House for the public on Wednesday, May 14, from 4 to 6 p.m. at 150 S. Kendall St. in Battle Creek. 5.​ Additions or Deletions to the Agenda: Catherine L. suggested amending Carrie Briggs should not be on the agenda moving forward for the School Report. Remove school/food pantry/library/new membership and renewal from agenda as no reps present/or updates–Fred Bachman made a motion to strike those items from the agenda and David M. seconded, all approved. 6.​ Police Report: Officer Cecil Rose delivered summary report–B&E is concerning, but it was a house that was being renovated by a squatter. Reminder to check credit report often. 81 traffic stops in Urbandale–due to new hires–4 new hires as officers. 3 in police academy now. Off-road vehicles need to be registered and have proper equipment-helmets/goggles/etc. MSP w/ COPS unit will have helicopter training to get them from the sky. Q: Joanna H.–any info on deceased body in car? A:53-yr old. Possible suicide. Joanna–asked about CSC if it is someone local. A: not sure, a lot of times even out of the country. Robert Whitfield asked about an accident he saw A: –no info. Q: Sara Schmanske–what happened with power outage Saturday for 4 hours, and if we must deal with scammers or is there something I can do? A: NO. We must deal with it as a persistent, inescapable problem. Be vigilant and do not click on links or respond to texts, emails or calls you are not expecting. NEVER offer personal information to someone who contacts you! Call your bank, etc. if you are contacted by them—hang up and call the number you know is valid—not the one that called you. 7.​ Guest Speaker: Regina Kilgore, Summit Pointe, Community Outreach and Relations discussed the work of Summit Pointe and the resources they have made available in BC at 175 College Street, primarily. Service Summary: Mental health, substance abuse, recovery, youth services, medication, GEMS (seniors), Veterans Navigator, suicide prevention, Mental Health First Aid. Youth crisis response: staff go to the youth and stay until resolved; helps free police and de-escalate. ​ First Step Program: Central intake for all services (youth, medication, therapy, etc.) — located in old Regional Lab on College Street. All clients enter through First Step, including from inpatient or jail. Assessment time is ~2 hours for full psycho-social assessment. Wait notifications via text; 20-min warning with call/text; immediate care for crisis cases. ​ Crisis Services: Available 24/7/365--Calls are not put on hold. Working to re-integrate with police for joint response. CIT-trained officers handle mental health/welfare checks (multiple calls daily). ​ Locations: 6 total sites: among them are SW Capital (adult outpatient) + Autism Center + 175 College Street--Primary location of patient intake for First Step program. Albion has mirrored services, except Autism services and First Step is done via telehealth at that facility.​ Other Notes: Inpatient and extended stay services now authorized. Petitions can be made for individuals believed to be ill — they will be interviewed. Summit Pointe no longer handles housing — all services transferred to Neighborhoods, Inc.​ Crisis help is county-wide. You will not be put on hold if you call. Summit Pointe has given all housing to Neighborhoods, Inc. –they no longer have or help look for housing. ​ CIT: Crisis Intervention Trained–to de-escalate and take best care of mental illness or –these calls to police for mental health and welfare checks multiple a day. 8.​ Committee Reports: a.​ Code Report: Eric Morris: Lots of junk and front yard parking–other than that quiet. Q: Sara S.: do you take calls on long grass? A: Call it in!​ c. Beautiful BC Nomination: Sara S.: 62 Althea Ave. Nice home, tan with new siding, nice fence and porch, shutters–well-maintained home. Sara made a motion, Nancy seconded–unanimous—all approved 9.​ Old Business: Sara S. forgot to ask Officer Rose about the inmate who died in jail–A: the jail is run by the county and thus Officer Rose has no further details. 10.​New Business: Senior Expo on May 22, 9am-1pm–serving breakfast and lunch. Lots of information on senior services in Calhoun County. Parking might be tricky due to construction in parking ramp. July’s Guest Speaker is Rod Auton - Manager for Calhoun County Senior Services. Topics that he plans to cover include 2024 Annual report, Senior Ambassador Program, food insecurity grant project, digital support for older adults in Calhoun County. 11.​Public Service Comments from Commissioners: ​ Comm’r Jessica LaCosse was concerned with Share Center from last meeting--asked City Commission why important issues such as lack of safe shelter during extreme and deadly weather occurred. The city has now agreed to make Share Center designee for emergency shelters moving forward. The Haven had room, but some folks cannot follow rules (i.e. they are LGBTQIA+ or have substance abuse issues) and thus are turned away even in deadly weather. ​ ​ City Manager search: MML was initial search firm–going to another service SGR –they seem more impressive and connected. Ted Dearing is graciously staying until end of year even though he planned to retire, he will remain in the Interim Manager role. Budget meeting on the 20th–they are off-setting things to balance. Catherine L. thanked Comm’r LaCosse for voting no–FOIA at recent City Commission.  “Thanks for being brave and advocating for us, and asking questions so we can understand (what was discussed between members prior to open meeting)” Many NPC5 members expressed gratitude for Comm’r LaCosse’s advocacy in making our voices heard, and affecting change. 12.​Comments for the Good of the Order: a.​ Public Comments: none b. Members Comments: Sherrie VanLuven–thanks to those who helped with the Fell Park Clean-Up…special thanks to Otto Olson for his help and letting us utilize his four-wheeler and trailer. There were many bags of trash cleaned up on 4/26. Time to Wing it, in the Family Fare plaza is open.
