Rural Southwest Neighborhood Planning Council (South Side Bible Church (Corner of S. Minges & Beckley Rd.) Minutes of May 8, 2012 Meeting Call to Order: Meeting was called to order at 6:35 PM by Vice Chair Harry Zimmerman. Members and Citizens Present: Harry Zimmerman, Linda (Morris) Zimmerman, Rex Winslow, Shelby Winslow, Sally Wytko, Durward McCleary, and Laura Clingenpeel. City Officials: Chris Hilton, Officers Jon Hancotte and Cory Champlin, Commissioner Jeff Domenico. Motion by Laura Clingenpeel,, seconded by Shelby Winslow to approve minutes of March meeting. Minutes of March meeting approved. No formal minutes for April meeting due to lack of member attendance. Public Service Report was distributed by BCPD Officer Hancotte. At request of Linda Morris and Shelby Winslow, Officer Hancotte explained the procedure for obtaining an UD-10 Traffic Accident Report. Also, several members expressed concern regarding the speeding and careless driving on various streets in the NPC area. Vice-Chair Zimmerman offered the use of his property if any officer was interested in observing traffic on Sonoma Road and South Minges Road. Commissioner Domenico announced two upcoming issues of public interest concern: (1) Potential closing of Air National Guard Base; and the need for citizens to write letters and/or contact Congressional Representatives/Senators to protest the possible closing; and (2) City Commission plans to address the medical marijuana issue. NPC Service Report: Chris Hilton distributed the NPC Report and noted that few complaints had been investigated this past month. She also noted that “Structural Fires” had been added to the report commencing in April in order to monitor property owners’ repairs or removal of structures damaged by fire. Old Business: Chris Hilton reported that Advantage Physical Therapy had mowed the grass. However, Shelby Winslow advised that the berm has not been maintained and that the grass was hip high. Ms. Hilton made note to have city inspector investigate the berm maintenance. Ms. Hilton also reported that the weed and noxious vegetation ordinance was being actively enforced commencing May 1. She also advised that site plans were being reviewed that had been submitted for the property purchased by Borgess Hospital on Capital Avenue/Beckley Road. Location of property is approximately 50' frontage on Beckley Road and 400' on Capital Avenue SW. New Business: Vice Chair Zimmerman read the letter from Bill Phillips regarding NPC ads. Several bullet point issues were discussed by the members. Current bullet point issues are: C Existing water drainage issues and retention pond issues, i.e., the effect of retention ponds in new developments & the effect on existing properties; C Excessive trash accumulation along public right of ways, including, but not limited to, Helmer Road and Beckley Road; C Effective response by City in removal of dead trees and debris in public right of way; The following bullet point issues were will be discussed at the next meeting: C Lowering of property taxes; C Excessive speed, careless and/or reckless driving in NPC area; C Enforcement of leaf burning ban; C Illegal discharge of firearms in NPC area; and, C Establishing a forum/committee for citizen votes/letters on issues of public interest, e.g., potential closing of Air National Guard Base. Motion by Laura Clingenpeel, seconded by Durward McCleary to suspend RSWNPC meetings for June, July and August, 2012 unless some very important issue(s) need(s) to be addressed by the NPC. Motion carried. Chris Hilton graciously agreed to email the BCPD Officers to advise them of the suspension of summer meetings by the NPC. Meeting adjourned at 7:40 PM. Next Meeting: Tuesday, September 11, 2012 at 6:30 PM at South Side Bible Church.
