Minutes of the November 12, 2013 Meeting
Call to Order: The meeting was called to order at 6:30 PM by Linda Morris.
Members Present: Laura Clingenpeel, Durward McCleary, Linda Morris, Rex Winslow, Shelby Winslow,
Sally Wytko, Harry Zimmerman
Citizens Present: Kingery Clingenpeel, Susan Cooley, Cindy Snyder, Robert Snyder
City Officials: Planning Supervisor Christine Hilton
Approval of Minutes: Minutes for January, February, March, April, May, and October 2013 were approved
Motion was made/seconded/carried by D. McCleary/ R. Winslow to suspend the December meeting.
The Oct.8 –Nov11 Crime Search and NPC Code Compliance and Inspection reports were distributed to
attendees.
Chris Hilton discussed extended stay and rental registration for local motels. The city will be investigating
these issues to determine if they are detrimental to the city.
Linda Morris offered to look up Michigan Senate Bill 313 that is seeking to alter local communities’ regulation
of rental property. She will bring more information on this bill to the next meeting.
New Business: Questions regarding the city’s Fair Housing Study, and the city’s Citizen Participation Plan will
be addressed at the January meeting. Chris will also look into a shrub which is blocking vision at the southeast
corner of Sonoma and Beckley Roads, and she will check into who to call if a tree is lying on utilities lines. In
addition, questions were raised about the timing of the east/west street lights at Helmer and Watkins and at
Helmer and Gethings Roads.
Old Business: A motion was made and seconded by McCleary/S.Winslow to table discussion on Neighborhood
Watch until the January meeting. Information about the program was distributed. Members and citizens were
asked to review it prior to the meeting. We were also reminded to report all suspicious activity to the police.
Linda shared a communication she had received from James Marino who offered to discuss the Affordable
Health Care Act with us. We decided to decline as there is not enough sufficient interest at this time.
Susan Cooley and Kingery Clingenpeel requested membership in NPC 9. Sallie Massa, Laura Clingenpeel, and
Bob Harland whose terms expire on Jan. 20, 2014 were reappointed for terms expiring in 2017. Non-attending
members: Ken Rakoski, Jeanne Miralrio, and Fred Wright will be removed from our roster. Names will be
submitted to the city.
The meeting was adjourned at 7:30 p.m.
Next meeting: Tuesday, January 14, 2014 at 6:30 pm at Southside Bible Church
