Minutes of February 11, 2014 Meeting
Call to Order: Meeting was called to order at 6:30 PM by Chair Linda Morris.
Members and Citizens Present: Harry Zimmerman, Linda (Morris) Zimmerman), Kingery
Clingenpeel, Laura Clingenpeel, Robert Snyder, Cindy Snyder,
and Durward McCleary.
City Officials: Chris Hilton, Planning Supervisor; Officer Andrew Winer, BCPD.
Minutes of previous meetings, November, 2013 and January 14, 2014 were not approved because we
lacked a quorum of members present. George & Sally Wytko and Rex & Shelby Winslow had excused
absences for vacations and/or illness. Follow up telephone calls will be made to members not attending
to make sure that they are receiving notices of meeting.
Crime Mapping Report: Officer Winer handed out the Crime Search Report and advised that several
police agencies believe that the individuals behind the numerous B & E crimes have been found and
arrested. Multiple city/county officers and State Police officers have an ongoing investigation to tie
together the crimes, retrieve stolen property and bring charges against the perpetrators. Officer Winer
thanked the members for their rapid dissemination of information that contributed to the apprehension
of the suspects. Officer Winer told us he will be able to attend our March meeting, but that he is being
transferred to first shift and may not be assigned to future meetings. Members expressed their
appreciation to Officer Winer for his service.
NPC Service Report: Chris Hilton distributed the NPC report and also had copies of the email from
Todd Gerber explaining the City’s snow removal activities (for those members without email
addresses). Chris summarized the procedures that are taking place to regulate the collection/charitable
contribution kiosks under the City’s recently enacted ordinance. Licensing of the kiosks is scheduled
to commence April 1. Chris reported that the Memory Unit on Helmer Road is seeking an additional
10 beds for their facility. Kingery Clingenpeel asked Chris about the City Income Tax electronic filing
process which last year did not recognize their electronic return prepared by their CPA. Chris will check
and report next month about whether or not the Income Tax Division will be able to process tax returns
from software used to report Federal & State income taxes..
Old Business: Durward McCleary requested that we continue to find a way to establish a
Neighborhood Watch program.
New Business: None due to lack of quorum.
Meeting adjourned at 7:20 PM.
Next Meeting: Tuesday, March 11, 2014 at 6:30 PM at South Side Bible Church.
