Minutes of the April 10, 2018 Meeting
Call to Order: The meeting was called to order at 7: 00 pm by George Wytko.
Members Present: Laura Clingenpeel, Bob Harland, Cindy Snyder, Robert Snyder, Shelby Winslow, George Wytko,
Sally Wytko,
Members Excused: Kingery Clingenpeel, Rex Winslow
City Officials Present: Chief Jim Blocker, Officer Angel Rivera, BCPD; Richard Bolek, City of Battle Creek Chief
Building Inspector
Guests Present: Jessica Gilbert, Shevy Rocho, Humane Society of Southwest Michigan
Approval of the Minutes:
The minutes for January 9, and March 13, 2018 were approved as read. Motion by S. Winslow/B. Snyder. Carried.
City Staff Updates:
Officer Rivera introduced himself and commented on locations for traffic speed signs and the new reporting
system.
Richard Bolek was introduced. He discussed inspection goals which hope to change attitudes between
contractors, homeowners, and his department.
The Code Compliance Report for 3/13/2018 -4/9/2018 was distributed.
Presentation:
Chief Jim Blocker discussed the use of Unmanned Aerial Systems by BCPD. He addressed concerns and questions.

George reported on the results of the Zoning Board of Appeals meeting dealing with a rezoning request to
change a use variance from 1,000 feet to 68 feet at 38 Kenosha Avenue. The NPC made a motion to support
the Board of Appeal’s denial of the variance request. Motions by C.Snyder/B. Harland. Carried.
Motion was made to approve The Humane Society of Southwest Michigan as a member of NPC9. Motion by L.
Clingenpeel/B. Snyder. Carried
Motions made to deactivate the memberships of Durward McCleary and Rex Winslow due to lack of
attendance. Motions by S. Winslow/B. Harland and S. Wytko/L. Clingenpeel. Carried. Both Durward and Rex
were longtime members of the council so the motions were made with regret and thanks for all of their past
service.
Jessica Gilbert discussed various types of Facebook pages which might be set up for our council. Discussion will
continue on this at our next meeting
The NPC agreed to cancel its May meeting and reschedule it for June 12, 2018 since a quorum will not be
present at the May meeting.
The meeting was adjourned at 8:00 p.m. Motion by S. Winslow/Bob Harland
Next meeting: Tuesday, June 12, 2018 at 7:00 pm at St. Peter Lutheran Church
