CITY COUNCIL MEETING MINUTES Tuesday, May 02, 2023 at 7:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 7:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter, Police Chief Jim Exsted, and Finance Director Jeremy Vacinek were present. PLEDGE OF ALLEGIANCE All joined Mayor Olson in reciting the Pledge of Allegiance. PRESENTATIONS None. ADDITIONS OR CHANGES TO THE AGENDA City Administrator Chapulis asked the council to add item eleven to the consent agenda to appoint Mr. Noah Schaeffer to the Position of Engineering Intern. PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for consideration. None. CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the Consent Agenda; otherwise, the following items will be passed in one motion: 1. Approve City Council Work Session Minutes from April 18, 2023 2. Approve City Council Minutes from April 18, 2023 3. Approve the Payment of Bills and Finance Report (Addendum A) 4. Authorize Staff to Advertise Berti TA/S-200 Roadside Mower Attachment on Minnesota Surplus Site. 5. Approve Update to MN Sheriffs Association District II Mutual Aid Agreement 6. Approve the Materials Pre-Order Agreement for the 2023 Commercial and Residential Full Depth Reclamation and Quiet Zone Improvements Project, Municipal Project Nos. 4423 and 4136 5/2/2023 City Council Meeting Minutes Page 2 7. Approve and Authorize Execution of the Baxter Snowmobile Club Land/Building Lease 8. Approve the SEH Topographic Survey Services Contract in the Not to Exceed Amount of $45,000.00 for the 2024 South Forestview Improvements project 9. Approve the WSB General Engineering Contract 10. Accept the Long Range Planning Commission minutes from April 24, 2023 11. Appoint Mr. Noah Schaeffer to the Position of Engineering Intern MOTION by Council Member Cross, seconded by Council Member Lyscio to approve the Consent Agenda as amended. Motion carried unanimously. PULLED AGENDA ITEMS OTHER BUSINESS COUNCIL COMMENTS 12. Connie Lyscio – Expressed appreciation to the project engineers for their work, including updates, on the improvement projects. 13. Zach Tabatt – Explained the Long Range Planning Commission meeting minutes note a discussion on residential use blended into the business gateway district and the office service district. The City’s Comprehensive Plan was adopted in 2015 and may need to be reviewed for updates. Due to changes to the economy, the city may want to discuss allowing apartments in both the business gateway district and the officer service district. 14. Jeff Phillips – No comment. 15. Mark Cross – Reminded everyone to watch out for motorcycles. 16. Darrel Olson – Announced May 4th is the National Day of Prayer and summarized the history of the day. CITY ADMINISTRATOR'S REPORT City Administrator Chapulis explained he is looking for council members to review the realtor service RFP’s that are due on Friday. Council Members Lyscio and Tabatt offered to review the proposals. CITY ATTORNEY'S REPORT No report. ADJOURN MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 7:08 p.m. Motion unanimously carried.
