CITY COUNCIL WORK SESSION MINUTES Tuesday, April 18, 2023 at 6:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter, Community Development Director Josh Doty, Police Chief Jim Exsted, and Finance Director Jeremy Vacinek were present. BUSINESS ITEMS 1. How the Pavement Management Plan is Connected to the CIP Public Works Director Walter presented the pavement management plan and explained how it is implemented into the City’s capital improvement plan. The presentation included pavement management plan objectives, pavement management plan history, micro surfacing, and plan implementation. The objectives of the pavement management plan are to preserve and perpetuate existing street pavements in a fiscally responsible manner. The plan was developed in 2013 and has been updated twice. The plan utilizes the PASER rating system. In March 2021 the city discontinued the use of chip sealing due to issues with stripping. In place of chip sealing, the city used micro surfacing. A eight year rotation of streets will be utilized as per the updated pavement management plan. The age of pavements will be utilized to determine the timing of maintenance and rehabilitation with the goal to follow rehabilitation activities with micro surfacing at year eight. The goal of the program is to utilize micro surfacing to achieve a minimum pavement life cycle of 20 years for commercial streets and 25 years for residential streets between rehabilitation. The weighted average of local streets held steady from 2019 to 2022 as the overall average increased from 6.47 to 6.52. Bolton & Menk has complete the PASER ratings each year. Staff previously presented a draft capital improvements plan of around $100 million dollars over ten years. Staff would like to have a conversation with the council about the goals, assessment policy, and what adjustments we are to make to re-evaluate the capital improvement plan. The council can also discuss if the PASER rating of streets should be lowered. The PASER ratings for different neighborhoods or streets could be explored as the volume of traffic or type of traffic varies.
