CITY COUNCIL MEETING MINUTES

CALL TO ORDER
Mayor Olson called the meeting to order at 7:00 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Community Development Director Josh
Doty, Finance Director Jeremy Vacinek, Police Chief Jim Exsted, Assistant City Engineer Trevor Thompson, and
Public Works Director Trevor Walter were present.
PLEDGE OF ALLEGIANCE
All joined Mayor Olson in reciting the Pledge of Allegiance.
PRESENTATIONS
None.
ADDITIONS OR CHANGES TO THE AGENDA
None.
PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for
consideration.
None.
CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read
and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be
pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the
Consent Agenda; otherwise, the following items will be passed in one motion:
1. Approve City Council Work Session Minutes from June 20, 2023
2. Approve City Council Minutes from June 20, 2023
3. Approve the Payment of Bills and Finance Report (Addendum A)
4. Approve the 2022 Financial Statements and the 2022 BerganKDV Audit Report and Its Findings
5. Approve Appointment to the Seasonal Position of Park Attendant
6. Whiskey Creek Storm Water Improvements – Public Informational Meeting

7. Approve the Minneapolis Area Investments, LLC Water Hook Up Agreement in connection with the
2023 Cypress Drive and Douglas Fir Drive Improvements project
8. Approve the Issuance of a Tobacco License and a 3.2 Off-Sale Liquor License for Northern Tier Retail,
LLC, d/b/a Speedway #4544 for the Licensing Period of July 1, 2023 through June 30, 2024
MOTION by Council Member Cross, seconded by Council Member Tabatt to approve the consent agenda.
Motion carried unanimously.

COUNCIL COMMENTS
9. Connie Lyscio – Council Member Lyscio thanked the city for the opportunity to attend the League of
Minnesota Cities conference and reminded everyone of the upcoming event at The Center.
10. Zach Tabatt – Council Member Tabatt would like to make technology a priority in the next budget
cycle and suggested the council should consider a replacement for city hall.
11. Jeff Phillips – No comment.
12. Mark Cross – Council Member Cross suggested repairing the damaged city hall siding.
13. Darrel Olson – Mayor Olson explained it is always great to gather at the annual League of Minnesota
Cities conference.

CITY ATTORNEY'S REPORT
14. Closed Session Under Minnesota Statute 13D.05, Subd. 3 (c) - Set the Asking Price for Lots in the
Cedar Scenic Second and Northdale Sixth Additions
15. Closed Session Under Minnesota Statute 13D.05, Subd. 3 (c) - Purchase of Property PIDs 40050534
and 40050535
City Administrator Chapulis asked the council to enter into a closed session under Minnesota Statute
13D.05, Subd. 3 (c), as indicated on the agenda.
MOTION by Council Member Cross, seconded by Council Member Lyscio to enter into a closed session as
indicated on the agenda at 7:05 p.m. Motion carried unanimously.
MOTION by Council Member Lyscio, seconded by Council Member Cross to return to the regular meeting at
7:53 p.m. Motion carried unanimously.
City Administrator Chapulis explained the council discussed the two items outlined on the agenda, and
during the closed session, the council provided direction on the purchase of real estate and will take action
on setting the asking price for the lots in the Cedar Scenic Second Addition and Lynndale Sixth Addition.

MOTION by Council Member Cross, seconded by Council Member Lyscio to use the realtor recommended
asking price as presented. Motion carried unanimously.
ADJOURN
MOTION by Council Member Lyscio, seconded by Council Member Tabatt to adjourn at 7:54 p.m. Motion
unanimously carried.
