CITY COUNCIL MEETING MINUTES Tuesday, September 03, 2024 at 7:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Acting Mayor Mark Cross called the meeting to order at 7:00 p.m. ROLL CALL Acting Mayor Mark Cross and Council Members Connie Lyscio, Zach Tabatt, and Jeff Phillips were present. Mayor Darrel Olson was absent. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Public Works Director Trevor Walter, Finance Director Jeremy Vacinek, and Community Development Director Josh Doty were present. PLEDGE OF ALLEGIANCE All joined Acting Mayor Cross in reciting the Pledge of Allegiance. PRESENTATIONS None. ADDITIONS OR CHANGES TO THE AGENDA PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for consideration. Steve Suer, 13789 Knollwood Drive, expressed concerns with the ditch, recently constructed in front of his home, holding water and the contractor not using correct soil. Mr. Suer explained he has spoken to Alex Bitter with Widseth and Mr. Bitter explained the contractor would mix in sand to improve the drainage of the ditch. Mr. Bitter explained he has spoken to the contractor, and they will work to resolve Mr. Suer’s concerns. CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the Consent Agenda; otherwise, the following items will be passed in one motion: 1. Approve City Council Minutes from August 20, 2024 2. Approve City Council Work Session Minutes from August 20, 2024 3. Approve the Payment of Bills and Finance Report (Addendum A) 4. Approve Temporary Liquor License for Jack Pine Brewery for Temporary Liquor Sales on September 21, 2024 at the Northland Arboretum 9/3/2024 City Council Meeting Minutes Page 2 5. Approve the J.R. Ferche, Inc. Partial Pay Estimate No. 5 in the amount of $53,528.17 for the Whiskey Creek Stormwater Improvements Project, Municipal Project Number 200292 6. Approve the SEH Supplemental Letter Agreement in the Not to Exceed Amount of $17,500.00 for the Edgewood Drive Traffic Impact Study 7. Approve Gas Pipeline Easement for Northern States Power Company on Outlot B, of the Forestview Drive Trail Plat 8. Accept the Parks and Trails Commission Meeting Minutes from August 26, 2024 9. Approve the WSB Professional Services Contract in the Not to Exceed Amount of $34,917 for the Loren Thompson Park Hockey Rink Improvement Project 10. Approve Memorial Bench and Inscription in Mississippi Overlook Park, and accept the $2,370.00 donation for the park bench 11. Approve Widseth Proposal for Professional Design and Construction Services in the Not to Exceed amount of $54,900 for the Baxter Dog Park 12. Accept the Donation of Two Trees from Tammy Schultz to be placed in the Baxter City Cemetery by the Columbarium MOTION by Council Member Lyscio, seconded by Council Member Tabatt to approve the consent agenda. Motion carried unanimously. PULLED AGENDA ITEMS None. OTHER BUSINESS None. COUNCIL COMMENTS 13. Connie Lyscio – Spoke to a new family that was looking forward to rollerblading on Baxter’s streets and reminded drivers to be aware of increased traffic and children biking now that school has resumed. 14. Zach Tabatt – Explained the new homes being constructed on Forestview are looking good. 15. Jeff Phillip – No comment. 16. Mark Cross – Reminded motorists to watch out for motorcycles. 17. Darrel Olson – Absent. CITY ADMINISTRATOR'S REPORT City Administrator Chapulis explained Chief Exsted has provided notice of his upcoming retirement. City Administrator Chapulis thanked Chief Exsted for his service with the city. 9/3/2024 City Council Meeting Minutes Page 3 CITY ATTORNEY'S REPORT None. ADJOURN MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 7:56 p.m. Motion carried unanimously.
