CITY COUNCIL WORK SESSION MINUTES Tuesday, August 20, 2024 at 6:45 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:45 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Public Works Director Trevor Walter, Finance Director Jeremy Vacinek, and Community Development Director Josh Doty were present. BUSINESS ITEMS 1. County Road 170/Mapleton Road Improvements - Crow Wing County Presentation Jordan Larson, senior engineer with Crow Wing County, presented the proposed improvement. The goals of the project are to improve safety for motorists, local residents, pedestrians, and to fix design deficiencies. The proposed project will also improve pavement quality, define right-of-way, protect the environment, minimize property impacts, improve drainage, and create a design that discourages high speed traffic. The project is currently in the preliminary design phase and is planned to be constructed in 2026. The roadway will be constructed as a combination of both suburban and rural designs. The roadway will be constructed at 12’ bituminous lanes, 6’ bituminous shoulders, and 1’ aggregate shoulders. The rural roadway segments have 50’ of right-of-way on each side. The suburban segments may be reduced to right-of-way of 33’. The roadway will have a design speed of 45 MPH. There will be a right turn lane for west bound traffic onto Mountain Ash Drive. Most of the new road will follow closely with the existing alignment. The large horizontal curves near the east end of the project will be realigned to meet MnDOT safety standards. The county will be seeking municipal consent of the project in the summer of 2025. There will be a public informational meeting held in the fall/winter of 2024. The council discussed narrowing the lanes of traffic to slow down traffic. The council also inquired if the county would be constructing a separate trail. Mr. Larson explained the county will look into narrower lanes of traffic and that a separated trail is not included in the county design so it would be a city expense. There will be no special assessments related to the project as it is a county project.
