CITY COUNCIL WORK SESSION MINUTES

CALL TO ORDER
Mayor Olson called the meeting to order at 6:15 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio and Zach Tabatt were present. Council Members Mark
Cross and John Ward were absent.
Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, Community Development Director Josh
Doty, Police Chief Jim Exsted, and Public Works Director Trevor Walter were present.
BUSINESS ITEMS
1. Present Novotny Road and Edgewood Drive Traffic Impact Study
Tom Sohrweide, SEH, presented findings from the Novotny Road and Edgewood Drive Traffic Impact
Study. The study is to provide analysis of the traffic impact of a proposed development at the
intersection of Novotny Road and Edgewood Drive, and future roadway needs along the future
Novotny Road and Lake Forest Road corridors.
The city has future plans to extend Novotny Road and Lake Forest Road. This proposed development
will begin the extension of Novotny Rod to provide access to the development. The study included
analysis on the impact of the proposed development, the cross-section of the future Novotny Road,
estimated timing for the extension of Novotny Road and Lake Forest Road, and the right-of-way
requirements for those roadways.
The study found the traffic impacts of the development on the three intersections are negligible. A
3-lane cross section on an 80’ right-of-way is recommended for Novotny Road extension with a
shared use path on the night side of the road for bicycles and pedestrians. The primary access of the
development is on the Novotny Road extension. A second access point on Edgewood Drive is
recommended. It is recommended to extend Novotny Road and Lake Forest Road to their
intersection when the remainder of the existing site develops.
The developer reviewed the draft traffic study and did not have any comments or concerns with the
recommendations.
The council will be asked to accept the study during the regular council meeting.
2. 2023 Commercial and Residential Full Depth Reclamation Improvements project – Monthly Update &
Draft Feasibility Report Presentation
Scott Hedlund, SEH, presented the proposed 2023 full depth reclamation improvement project to the
council. The project areas include Clearwater Road from Inglewood Drive to Edgewood Drive, Cedar
Scenic Road from Oakwood Drive to Memorywood Drive, Oakwood Drive from Cedar Scenic Road to

Michelle Circle, Joler Road from Briarwood Lane, Forest Drive from Excelsior Road to Clearwater
Road, Fox Road from Forest Drive, and Fox Place from Forest Drive. The improvement also
considered a bituminous trail extension along Clearwater Road from Inglewood Drive to Edgewood
Drive and along Cedar Scenic Road from Brownsville Circle to Memorywood Drive.
The estimated project cost is $3,057,065. A portion of the project costs are planned to be assessed
to benefiting properties. Trail costs are not included in the estimated project cost. Staff has not
reviewed preliminary assessments yet, but the assessments are estimated to be around $10,000 to
$15,000 per residential unit.
The next project step is to conduct a public informational meeting.
The council discussed potential options to reduce the total project cost. Some potential options
discussed were an on-road trail rather than a grade separated trail for some or all proposed
segments and if all roadways need improvement at this time. The council would like to hear input
from the other council members that were not in attendance before agreeing to hold a public
informational meeting. Public Works Director Walter expressed delaying the improvements will lead
to increases to the street maintenance budget.
