CALL TO ORDER
Mayor Olson called the meeting to order at 6:15 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, John Ward, and Mark Cross were present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Community Development Director Josh
Doty, Finance Director Jeremy Vacinek, and Public Works Director Trevor Walter were present.
BUSINESS ITEMS
1. 2023 Commercial and Residential Full Depth Reclamation Improvements Project Draft Feasibility
Report Presentation
Scott Hedlund, SEH, explained the project area includes Clearwater Road from Inglewood Drive to
Edgewood Drive, Cedar Scenic Road from Oakwood Drive to Memorywood Drive, Oakwood Drive
from Cedar Scenic Road to Michelle Circle, Joler Road from Briarwood Lane, Forest Drive from
Excelsior Road to Clearwater Road, Fox Road from Forest Drive, and Fox Place from Forest Drive. The
improvement also considered a bituminous trail extension along Clearwater Road from Inglewood
Drive to Edgewood Drive and along Cedar Scenic Road from Brownsville Circle to Memorywood
Drive.
Mr. Hedlund explained council feedback on the Clearwater and Cedar Scenic trails is needed.
Easements would need to be acquired for the grade separated trail along Clearwater Road.
Placement of the Clearwater trail and the impact of a potential future pedestrian crossing at TH 371
was discussed.
Trail funding could come from the local option sales tax due to the trails providing traffic safety
improvements. The Cedar Scenic trail cost is estimated to be $517,000 versus $250,000 to widen the
road for an on-road trail. The trail extension along Cedar Scenic could be postposed and completed
at the time Cedar Scenic is improved going west from Oakwood.
The council consensus was to construct a grade separated trail along Clearwater.
The cost to move potential utilities on Cedar Scenic has not been explored. Staff will review the
estimated costs to move utilities and will present the information at a future meeting.
A public informational meeting will be held on Thursday, October 20, 2022, at 6:00 p.m. to take input
from the public.
