CALL TO ORDER
Mayor Olson called the meeting to order at 6:30 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, and Mark Cross were present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Community Development Director Josh
Doty, Finance Director Jeremy Vacinek, Public Works Director Trevor Walter, and Police Chief Jim Exsted.
BUSINESS ITEMS
1. 2022 CSAH 48 Corridor Study Report, CSAH 48 at Cypress Drive ICE Report and CSAH 48 at Forestview
Drive ICE Report
Justin Anibas with SEH presented information regarding the study. The purpose of the study is to
analyze the CSAH 48 corridor between Isle Drive and College Road to determine the existing and
future roadway needs. In 2023 the city is planning to extend Cypress Drive to the south and connect
to CSAH 48. This study will include determining the appropriate roadway traffic control at the new
Cypress Drive and CSAH 48 intersection as well as looking at the future needs of other intersections
along the corridor. The study also includes a high-level review of the need for and configuration of a
potential interchange at TH 371.
Some tasks that make up the corridor study include a 5-year crash history review, traffic forecasts,
trip generation and distribution, intersection warrant analysis, traffic operations analysis, high level
TH 371/CSAH 48 interchange analysis, access spacing recommendations, concept layout
development, the report summarizing the overall findings, and a standalone intersection control
evaluation report for the CSAH 48/Cypress Drive intersection.
The existing roundabout at Isle Drive and CSAH 48 will be expanded to two lanes. The roundabout
circle will not change, the curb will just be moved. The city currently owns the adjacent land so land
acquisition is not needed.
The approval of the study is on the regular council agenda under consent.
2. 2023 Cypress Drive & Douglas Fir Drive Plans
Scott Hedlund, SEH, presented information regarding the improvement project. The information
presented included proposed street improvements including a full depth reclamation on Cypress
Drive from College Road to Hinkley Road and new construction between Hinkley Road and CSAH 48.
A single lane roundabout will be constructed at CSAH 48 and Cypress Drive. The roundabout will be
similar to the roundabout located at CSAH 48 and Isle Drive with a raised turf center. Highland
Scenic Road will be reconstructed from 750 feet west of Cypress Drive to 500 feet east of Berrywood
Drive. A new westbound center left turn lane will be added at Berrywood Drive and the BPU

entrance. The Berrywood Drive approach to CSAH 48 will include a wishbone style raised concrete
median with right in and right out only access to CSAH 48. Douglas Fir Drive will be extended with a
3-lane segment between Hinkley Road and the south terminus. The Teehive parking lot will be
reduced in size and the east side parking lot will be reconfigured.
A grade separated trail will be constructed between College Road and Hinkley Road and between
Hinkley Road and CSAH 48. A grade separated trail will also be constructed on the east side of
Cypress Drive from College Road to CSAH 48. A grade separated trail will also be constructed on the
north side of Hinkley Road east from Cypress Drive a half a block then north to Berrywood Park.
Two existing storm water ponds will be expanded.
Street lighting will be provided along Cypress Drive from College Road to CSAH 48 and at the
roundabout on CSAH 48 at Cypress Drive.
There will be some miscellaneous water and sewer main line and service extension improvements.
The project will be bid early next year with an assessment hearing held in March 2023 and
construction during May through September 2023.
The approval of the plans and specifications are on the regular council agenda under consent. There
is also a no parking resolution on the consent agenda for this project.
