CITY COUNCIL MEETING MINUTES Tuesday, January 03, 2023 at 7:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 7:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, and Mark Cross were present. City Administrator Brad Chapulis and Assistant City Administrator Kelly Steele were present. PLEDGE OF ALLEGIANCE All joined Mayor Olson in reciting the Pledge of Allegiance. PRESENTATIONS None. ADDITIONS OR CHANGES TO THE AGENDA None. PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for consideration. CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the Consent Agenda; otherwise, the following items will be passed in one motion: 1. Approve City Council Work Session Minutes from December 20, 2022 2. Approve City Council Minutes from December 20, 2022 3. Approve the Payment of Bills and Finance Report (Addendums A and A-1) 4. Adopt Resolution 2023-002, Establishing the 2023 Annual Designations 5. Adopt Resolution 2023-001, Establishing the 2023 Council Appointments 6. Adopt Resolution 2023-003 Declaring Cost to be Assessed and Ordering Preparation of Proposed Assessment for the 2023 Knollwood Drive Improvements Project, Municipal Project No. 4132. 7. Adopt Resolution 2023-004 for Hearing on Proposed Assessment for the 2023 Knollwood Drive Improvements Project, Municipal Project No. 4132. 1/3/2023 City Council Meeting Minutes Page 2 8. Approve Transfer of Alcohol Forfeiture Funds for Purchase of Tire Deflation Equipment for Police Department MOTION by Council Member Cross, seconded by Council Member Tabatt to approve the Consent Agenda. Motion carried unanimously. PULLED AGENDA ITEMS None. OTHER BUSINESS None. COUNCIL COMMENTS 9. Connie Lyscio – Thanked city staff for their hard work removing snow. 10. Zach Tabatt – No comment. 11. Vacant 12. Mark Cross – Asked for council feedback on the BPU solar field application that will be going through the various city commissions. Currently solar fields are only allowed on public benefit property. There are no requirements the solar field must be located in BPU’s property area to serve their customers. Council members explained they would need more information before forming an opinion on the item. 13. Darrel Olson – No comment. CITY ADMINISTRATOR'S REPORT City Administrator Chapulis explained the League of Minnesota Cities will be offering training opportunities for elected officials. Council members can notify administration if they would like to attend. CITY ATTORNEY'S REPORT ADJOURN MOTION by Council Member Cross, seconded by Council Member Tabatt to adjourn at 7:14 p.m. Motion unanimously carried.
