CITY COUNCIL WORK SESSION MINUTES Tuesday, June 06, 2023 at 6:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Community Development Director Josh Doty, Finance Director Jeremy Vacinek, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. Capital Improvement Plan Discussion – Financial Chapulis looking to set a date for a work session for further discussion. Finance Director Vacinek Tabatt, construction costs are increasing, should discuss changes to the assessment policies. Valuation differences of homes do not change the assessment amount. Liked the north Forestview assessment cap, slowly phasing out of assessments is something to look at and will have to levy more and look at other funding sources, put in more density so less assessment per person. Phillips, is there a place for information on what other cities are doing or a best practice. Lyscio, how does our sales tax compare to other cities. Our is 7.875% where St. Paul is approaching 10%. Chapulis have a conversation on what we can do not provide recommendations tonight.
