CITY COUNCIL WORK SESSION MINUTES Tuesday, July 18, 2023 at 6:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the work session to order at 6:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Community Development Director Josh Doty, Finance Director Jeremy Vacinek, Police Chief Jim Exsted, and Assistant City Engineer Trevor Thompson were present. BUSINESS ITEMS 1. 2024 South Forestview Improvements project – Final Feasibility Report Scott Hedlund, SEH, presented the final feasibility report for the 2024 South Forestview Improvements project. The streets proposed to be improved are the south end of Forestview Drive, Maryland Road, River Vista Drive, River Vista Court, Medford Road, Riverwood Road, and Parkview Circle. The project is proposed to be constructed in 2024. The project will provide municipal sewer and water service to a neighborhood currently using wells and septic systems. A bituminous paved trailhead and parking area is proposed for the south end of Forestview Drive. A gravel trail alignment is planned through a city parcel from the trailhead north to Maryland Road. The estimated total project cost is $8,901,900. All properties will be assessed on a per equivalent residential unit (EAU) basis. The city policy for assessments for sewer and water areas is a fixed rate tied to inflation. Each property is also charged a sewer access charge and water access charge. Property owners will have five years to connect to municipal water and sewer services. The assessment term will be for fifteen years. The total estimated special assessment per EAU is $19,720. On the regular agenda the council will be asked to consider a resolution receiving the feasibility report and calling for a hearing on the improvement. The improvement hearing is planned for August 10, 2023 at 6:00 p.m. ADJOURN MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 6:55 p.m. Motion unanimously carried.
