CITY COUNCIL SPECIAL MEETING MINUTES Thursday, July 20, 2023 at 4:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 4:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, and Assistant City Engineer Trevor Thompson were present. PRESENTATIONS 1. Discuss Capital Improvements Plan At 4:30 p.m. those present at the meeting boarded the bus to view street conditions at the following locations: Kingwood Drive, Lynndale Drive/Lynndale Lane, and Jewelwood Drive. The bus tour concluded and arrived back at city hall at 5:39 p.m. Upon returning to city hall, the council continued the discussion on the Capital Improvements Plan, level of expectation of street conditions, how to maximize the value of streets, and the assessment policy. Staff will review the feedback provided by the council and will present follow-up information at a future meeting. ADJOURN MOTION by Council Member Tabatt, seconded by Council Member Phillips to adjourn at 6:37 p.m. Motion unanimously carried.
