CALL TO ORDER
Mayor Olson called the meeting to order at 6:15 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Public Works
Director Trevor Walter, Community Development Director Josh Doty, and Finance Director Jeremy Vacinek were
present.
BUSINESS ITEMS
1. 2026 Clearwater Road and North Lynndale Area Utility and Roadway Improvements Project
Feasibility Report Council Workshop Presentation
Aric Welch, with Widseth, presented the feasibility report. Mr. Welch explained that the north
Lynndale area project is scheduled as a 2023 project. As a standalone project, the Clearwater Road
improvements did not meet the minimum 20% assessment requirement needed to issue a local
improvement bond. Therefore, the council passed a motion to move the Clearwater Road project to
2026 and combine it with the north Lynndale area project. The feasibility report combines the two
projects and studies the feasibility of extending sanitary sewer and water service in the two project
areas. The feasibility report reviews existing conditions, proposes feasible improvements, estimates
project costs, discusses project implementation, and presents conclusions and recommendations.
The feasibility report should be updated in 2025 prior to the council considering ordering the project.
Until then, the feasibility report will be utilized by staff to review with affected residents as needed.
Staff is seeking council direction on how the staff should approach property ID 99360556, which
abuts the project but is not located within the city’s corporate limits. This property could be split into
four lots. The city could annex the property or place a future connection charge on the property.
City Administrator Chapulis explained staff has not approached the property owner until staff learns
council intentions. When the property is annexed, the future connection charges will become four
assessments. Annexation would need to be completed before starting the 429 process for the
improvement project.
Mr. Welch reviewed the assessment analysis of various lots within the project to determine if the lot
could be split and receive multiple special assessments.
The council consensus is to include both options for the north property in the feasibility report.
2. Inglewood Drive and Clearwater Road – Flashing LED Stop Sign Request Memorandum
Justin Anibas, traffic engineer with SEH, explained a resident requested solar powered flashing LED
stop signs to be installed at the intersection of Inglewood Drive and Clearwater Road. After review of

MnDOT’s Traffic Engineering Manual, it was determined the flashing LED stop signs are not
warranted at this time.
The council agreed with the recommendation that flashing LED stop signs are not warranted at this
time.
3. Review Plans for the 2024 CSAH 77 Utility Improvements Project, Municipal Project No. 4118
Aric Welch, with Widseth, explained there is a resolution on the council agenda to approve the plans
and specifications and order advertisement for bids. If approved, the advertisement will begin on
June 19, 2024 and the bid opening will occur on July 11, 2024.
The council consensus was to move forward with the improvement project.
