CALL TO ORDER
Mayor Olson called the meeting to order at 6:30 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were
present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, and
Public Works Director Trevor Walter were present.
BUSINESS ITEMS
1. 2028 Olivewood Drive Area and Jadewood Drive & Jewelwood Drive Utility and Roadway
Improvements, Municipal Project CPF 4142 Feasibility Report Presentation
Aric Welch, Widseth, presented the 2028 Olivewood Drive Area and Jadewood Drive & Jewelwood
Drive and Utility Roadway Improvements. The proposed improvements include providing municipal
sanitary sewer and water services and roadway improvements.
Mr. Welch explained that the existing sanitary sewer lines are not deep enough to service the
Olivewood Drive area without the construction of a lift station. The lift station is causing the sanitary
sewer costs to increase. The current roadway width is 24’ and is proposed to increase to 26’ with the
improvement project.
The total estimated project cost is $7,399,375.
The estimated equivalent residential unit assessment in 2028 is $6,253 for sanitary sewer, $6,253 for
water, and $8,338 for roadway. There are 90 ERUs for both sanitary sewer and water. However,
there are 91 ERUs for roadway due to the very east Woida Road property previously receiving a
water and sanitary sewer assessment.
Staff is looking for the council to accept the feasibility report on tonight’s regular council agenda. The
project will be added to the city’s capital improvements plan and the feasibility report will be
reviewed for updates as 2028 approaches.
The total assessable project costs are $1,920,300. The total estimate city cost is $5,918,800.
The council discussed the project cost and the city’s contribution to the project. The council also
discussed reducing the roadway width and increasing density to reduce project costs for the city and
for individual property owners.
Public Works Director Walter explained that the five remaining neighborhoods not serviced by
municipal services can be discussed again in the future.

unanimously.
