CITY COUNCIL WORK SESSION MINUTES

CALL TO ORDER
Mayor Olson called the meeting to order at 6:15 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were
present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek,
Community Development Director Josh Doty, Police Chief Matt Maier, and Public Works Director Trevor Walter
were present.
BUSINESS ITEMS
1. City Code and Policy Review related to Paved Street Widths, Cul-de-Sac Paved Radius Dimensions,
and Cul-de-Sac Right-of-Way Radius Dimensions
Paul Sandy, with SEH, was retained by the city to conduct a detailed review of the city’s current
design standards. Mr. Sandy prepared three memos; general overview and history, standards review,
and discussion and recommendations.
The general overview and history memo provided a summary of historical changes to city code
related to street widths and cul-de-sac design, including right-of-way requirements.
The standards review memo identified key current standard relevant to local street design, including
turning radiuses for large vehicles, state aid requirements, MnDOT facility design guide, Baxter’s
bicycle and pedestrian policy, Minnesota State Fire Code, and public works needs.
The discussion and recommendation memo synthesizes the first two memo with further analysis of
applicable standards, capital and maintenance costs, and concludes with a summary and set of final
recommendations.
Mr. Sandy explained the recommendation is that the city maintains its existing standards for local
street widths, cul-de-sac paved bituminous radiuses, and cul-de-sac right-of-way radiuses. It is
further recommended that the city establishes specific lane and shoulder widths consistent with
applicable standards and consider additional striping standards on local streets, clarify urban vs.
rural/suburban standards for street widths, and discourage use of cul-de-sacs within the subdivision
regulations.
City Administrator Chapulis explained the council can continue this discussion during the next council
work session. Council Member Tabatt completed some research on the topic and asked to have the
information distributed to the council. City Administrator Chapulis explained he provided the
information.

Due to the time allocated for the work session concluding, the discussion of this item can be
continued during a future council work session.
ADJOURN
MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 6:57 p.m. Motion carried
unanimously.
