New Business Case Z15-09 311 5th Street - Former Bay City Times Building - The Neighborhood Development Company The Neighborhood Development Company is requesting a variance from zoning regulations precluding the establishment of residences on the first floor of commercial and office buildings located in the city’s C-3 Central Business Zoning District. The Neighborhood Development Company wishes to develop a portion of the first floor of the former Bay City Times building for residential use. C-3 zoning district regulations permit residences on the upper floors of commercial and office buildings, though not on the first floor of such buildings. 6. Other Business 7.
