CR-28 Authorizing the Mayor and City Clerk to execute an Addendum to Agreement No. CY23-033 with Steven R. Hummell, Esq. for professional legal services as Alternate Municipal Court Prosecutor in the Bayonne Municipal Court for the period commencing January 1, 2023 to increase same in an amount not to exceed $4,000.00 to compensate for up to ten (10) additional Municipal Court sessions (an additional one (1) session per month) for the period commencing March 16, 2023 through December 31, 2023. Additional funds not to exceed $4,000.00 chargeable to Account T-12-56-816-0000-199. CR-29 Approving a Promotional Program for Urban Enterprise Zone (“UEZ”) Bayonne Business – Phase I to promote/highlight the UEZ businesses within the City with events and marketing advertisements throughout Calendar Year 2023 and authorizing the UEZ Coordinator to submit an application to the New Jersey Urban Enterprise Zone Assistance Fund for the amount of $44,700.00 dollars to implement same. CR-30 Amending Resolution No. 22-10-19-040 that authorized an increase in Agreement No. CY20-083 (the “Agreement”) with the Waterfront Project, Inc. increasing same in the amount of $75,000.00 to provide additional Community Development Grant COVID-19 Funds for the purpose of supporting the work of a housing counselor and a social worker to assist Bayonne residents facing housing instability as a result of the pandemic, thereby making the total contract amount $120,000.00 to extend the Agreement through August 31, 2023 CR-31 Amending Resolution No. 22-11-09-039 that authorized an increase in Agreement No. CY20-080 (the “Agreement”) with the Bayonne Youth Center, 524 Kennedy Blvd., Bayonne, NJ increasing same in the amount of $72,000.00 to provide additional Community Development Grant COVID-19 Funds for the purpose of providing additional outreach initiatives as a result of the pandemic, thereby making the total contract amount $106,000.00 (erroneously stated as $106,00.00) to extend the Agreement through August 31, 2023 and to correct the total contract amount to read “$106,000.00. CR-32 Amending Resolution No. 22-11-09-040 that authorized an increase in Agreement No. CY20-095 (the “Agreement”) with the Bayonne PAL Day Care Center increasing same in the amount of $8,000.00 to provide additional Community Development Grant COVID-19 Funds for the purpose of providing two (2) additional teachers for the after school homework program thereby making the total contract amount $23,000.00 to extend the Agreement through August 31, 2023. CR-33 Amending Resolution #23-01-18-039 accepting Title III Grant funds from the Hudson County Department of Health and Human Services, Area Agency on Aging (the “Agency”) (“Grant Funds”) and authorizing the Mayor and City Clerk to enter into an Agreement with the Bayonne Economic Opportunity Foundation (the “BEOF”) for the amount of $455,169.96 for the purpose of executing a Senior Nutrition Feeding Program utilizing said Grant Funds for the period commencing January 1, 2023 through December 31, 2023 CR-34 Authorizing the Mayor and/or his designee to request, accept and expend the FY2022 Hazardous Materials Emergency Preparedness and Training Grant (Sub- award 2022-1) in the amount of $11,400.00 awarded for the period of one year commencing October 1 2022 through September 30, 2023 to the Bayonne Office of Emergency Management for Hazardous materials training for local first responders. CR-35 Authorizing the Mayor and/or his designee to submit an application with the County of Hudson as a co-applicant for the LOCAL EFFICIENCY ACHIEVEMENT PROGRAM (LEAP) CHALLENGE GRANT in an amount not to exceed $150,000.00 and share services in the administration of the Grant. CR-36 Authorizing the acceptance of the FY2023 PSAP (Public Safety Answering Point) GRANT in the amount of $288,328.40. CR-37 Amending Resolution No. 22-10-19-033 which authorized an increase in Agreement No. CY20-084 with the BAYONNE ECONOMIC OPPORTUNITY FOUNDATION (BEOF) to increase the amount of $11,600.00 to provide additional Community Development Grant COVID-19 funds for the purpose of providing “Grab ‘n’ Go Services” as a result of the pandemic, thereby making the total contract amount $41,600.00 to extend the Agreement to August 31, 2023. R-2 Authorizing the execution of a Redevelopment Agreement with TOGUS URBAN RENEWAL, LLC for the redevelopment of the property which identified as Block 332, Lot 3; Block 360, Lot 2; Block 373, Lots 1, 2, 13, 14 and 15; Block 390, Lots 1 and 2 (a/k/a RG67); Block 391, Lots 1 and 2 and 511, Lots 5 and 6 as shown on the official tax map of the City of Bayonne in accordance with the Redevelopment Plan. Law R-3 Authorizing the Planning Board to conduct a preliminary investigation to determine whether Block 70, Lots 19, 20, 21.01 (prior Lots 21 and 22), 23, and 24, which have street addresses of 11-13 West 47th Street, 979 Broadway, 973- 975 Broadway, 983-987 Broadway, and 12 West 48th Street constitute a non- condemnation area in need of redevelopment pursuant to the Local Redevelopment and Housing Law, N.J.S.A. Law R-5 Approving a revocable license with 746 Ave E Urban Renewal, LLC for encroachments into the Avenue E right-of-way for the approved building to be located at 736-742 Avenue E, which is identified as Block 393, Lot 3.01 on the City's Tax Records. R-10 Authorizing the Director of Planning, Zoning and Development and the Law Director to negotiate and enter into a Purchase and Sale Agreement with property owner for the acquisition of the property located at 440 Avenue C. R-11 Seeking permission of the Director of the Division of Local Government Services for approval of a DEDICATION BY RIDER in the CY 2022 budget for the Gifts and Bequests Trust Fund for contributions to the BAYONNE POLICE DEPARTMENT’S EXPLORERS PROGRAM. Finance R-12 Seeking permission of the Director of the Division of Local Government Services for approval of a DEDICATION BY RIDER in the CY 2022 budget for the Gifts and Bequests Trust Fund for contributions to the BAYONNE 9/11 MEMORIAL. Finance R-13 Seeking permission of the Director of the Division of Local Government Services for approval of a DEDICATION BY RIDER in the CY 2022 budget for the Gifts and Bequests Trust Fund for contributions to the BAYONNE POLICE DEPARTMENT’S L.E.A.D. PROGRAM (Law Enforcement Against Drugs) Finance R-14 Authorizing the use of a three (3) year average for the Reserve for Uncollected Taxes calculation. Finance R-15 Approving Budgetary Appropriation Reserve Transfer #2 in CY 2022 R-16 Authorizing and directing the Planning Board to reopen and amend the 8 th Street Rehabilitation Plan for the property located at 218-220 Broadway, which is identified as Block 319, Lot 26 as shown on the official tax map of the City of Bayonne. R-17 Authorizing the Mayor and City Clerk to execute an amendment to Agreement No. CY22-070 with McManimon, Scotland & Baumann, LLC for professional legal services as the City’s Water/Sewer Utility attorney for the period commencing July 1, 2022 through December 31, 2022 for an original amount not to exceed $75,000.00 extending same through April 30, 2023 for an additional amount not to exceed $30,000.00, thereby making the total contract amount not to exceed $105,000.00 pending the award of a new contract for said services R-18 Amending Resolution No. 23-02-15-032 authorizing the Mayor and City Clerk to execute an Access Agreement with PPG Industries, Inc. for the purpose of performing long term groundwater sampling and long-term maintenance in connection with remediation work being performed at Dennis Collins Park comprised of Bl. 383, Lot 1, Lot 2, Lots 4-8, Bl. 384, Lot 1 and Lot 2 and more commonly known as West Street Dennis Collins Park to include the execution of a Deed Notice and a Notice In-Lieu of Deed Notice in connection with said remediation work. R-19 Authorizing the execution of an Owner’s Consent Form for the filing of a NJDEP Waterfront Development Permit Application requesting construction of a Maritime Industrial Mooring Pier on City property concerning a Riparian Grant located at the foot of Commerce Street and within lands for which the City is successor in interest to. R-20 Authorizing the Planning Board to Re-open the Marist Redevelopment Plan for the property located at 1241 Kennedy Blvd, 1241 Kennedy Blvd.-rear and West 57th Street, which property is identified as Block 13, Lots 1.01, 16, 17, 18 and 18.B01 as shown on the official tax map of the City pursuant to the Local Redevelopment and Housing Law, N.J.S.A. N.J.S.A. 40A:12A-1 et seq. R-21 Authorizing the extension of Agreement CY22-015 with MILLENNIUM STRAEGIES for grant writing and consulting services through February 28, 2023 to extend said through March 15, 2023 for an additional amount not to exceed $5,500.00, thereby making the total contract amount not to exceed $82,500.00, due to unforeseen circumstances. R-22 Authorizing the Mayor and City Clerk to execute an agreement BROWN & BROWN METRO, LLC, 56 Livingston Ave., Roseland, NJ 07068-0706 (the “Broker”) for Insurance Broker Services for Employee Health Benefits for the period commencing April 1, 2023 and ending December 31, 2023. Broker will not be compensated by the City for broker services for its health, prescription and dental coverage. Rather broker compensation for health, prescription and dental coverage will be derived directly from the carriers and paid directly by the health, prescription and dental coverage carriers as fully disclosed to the City as soon as such information becomes available. In no event, however, should broker services for the contemplated contract exceed the amount paid to the City's previous broker for the term 2022. Broker will not impose any additional fees upon the City for the broker services provided. R-23 Authorizing the Mayor and City Clerk to enter into an agreement with McCABE ENVIRONMENTAL SERVICES, LLC, 464 VALLEY BROOK AVENUE, LYNDHURST, NEW JERSEY 07071 for professional services as Certified Lead Based Paint Inspector for the period commencing March 16, 2023 and ending December 31, 2023 for an amount not to exceed $20,000.00 pursuant to the Fair and Open Process. R-24 Authorizing the Mayor and City Clerk to enter into an agreement with MATRIX NEW WORLD ENGINEERING, 26 Columbia Turnpike, Florham Park, NJ 07932 for Professional Licensed Site Remediation Services for the period commencing March 16, 2023 and ending December 31, 2023 for an amount not to exceed $57,500. R-25 Authorizing the Mayor and City Clerk to enter into an agreement with MATRIX NEW WORLD ENGINEERING, 26 Columbia Turnpike, Florham Park, NJ 07932 for professional Environmental Consulting Services for the period commencing March 16, 2023 and ending December 31, 2023 for an amount not to exceed $17,500 pursuant to the Fair and Open Process. R-26 Authorizing the Mayor and City Clerk to execute an agreement with HOPLITE COMMUNICATIONS, LLC, 197 Route 18, Suite 3000, East Brunswick, NJ 08816, for 5G and other telecommunications consulting services for the period commencing March 16, 2023 and ending December 31, 2023, payable from escrow accounts established by telecommunications providers with four (4) one (1) year options to renew at the City’s sole discretion pursuant to the Competitive Contracting Process and re-appoint Peter J. Lupo as the City’s Telecommunications Consultant for said period. R-27 Authorizing an Agreement with MILLENNIUM STRATEGIES, 60 Columbia Road, Suite 230, Morristown, NJ 07960 for grant writing and management consultant services for the period commencing March 16, 2023 and ending December 31, 2023 for an amount of $57,000.00 pursuant to the Competitive Contracting Process with four (4) one (1) year options to renew at the City’s sole discretion. R-28 Agreement with INTEGRATED MICRO SYSTEMS, INC. 74 LEE AVENUE, HALEDON, NEW JERSEY 07508-1202, for Information Technology (IT) Maintenance, Support and Procurement consulting services for the period commencing March 16, 2023 and ending December 31, 2023 for an amount of not to exceed $100,000, $50,000 for IT maintenance and support consulting services and $50,000 for IT procurement consulting services) pursuant to the Competitive Contracting Process with four (4) one (1) year options to renew at the City’s sole discretion. TO BE ADDED AT THE MEETING ADD-1 Authorizing the Director of Public Safety to renew its service agreement with VISUAL COMPUTER SOLUTIONS d/b/A JOBS 4 BLUE for police extra duty administration services from March 1, 2023 through February 28, 2024.
