CR-8 Rescinding Resolution No. 23-02-15-030 authorizing an amendment to Agreement
No. CY22-027 with Anthony R. Suarez, Esq. c/o Werner Suarez for professional
legal services to represent the Bayonne Rent Control Board for the period
commencing January 1, 2022 through December 31, 2022 for an original amount
not to exceed $15,000.00 increasing same in the amount of $35,211.67, thereby
making the total contract amount not to exceed $50,211.67 as said increase to
Agreement No. CY22-027 was previously authorized via Resolution No. 23-01-18-

CR-19 Amending Resolution 23-02-15-038 authorizing an extension of Agreement No.
CY22-037 with INTEGRATED MICRO SYSTEMS, INC. for Information Technology
Support services through February 28, 2023 to extend said Agreement No. CY22-
038 through March 15, 2023 due to unforeseen circumstances. Law

CR-23 Authorizing the Mayor and City Clerk to execute an amendment to Agreement No.
CY22-039 with Hoplite Communications, LLC for 5G telecommunications services
for the period commencing January 1, 2022 through December 31, 2022 extending
same through March 15, 2023 with no increase in the contract amount pending
the award of a new contract for said services and also extending the appointment

CR-26 Authorizing the Purchasing Agent to purchase two new servers and related
equipment for the Public Safety Communications Center from PKA

CR-27 Amending Resolution No. 22-12-14-036 authorizing the Mayor and City Clerk to
enter into an agreement with PROPHOENIX for continued and support for its Polic
Public Safety software to reflect correct the chargeable account from 2-01-25-240-
0000-028 to Account #3-25-240-0000-028 for a period of one year commencing
January 1, 2023 for the contract amount of $60,202.39.
CR-28 Authorizing the Mayor and City Clerk to execute an Addendum to Agreement No.
CY23-033 with Steven R. Hummell, Esq. for professional legal services as Alternate
Municipal Court Prosecutor in the Bayonne Municipal Court for the period
commencing January 1, 2023 to increase same in an amount not to exceed
$4,000.00 to compensate for up to ten (10) additional Municipal Court sessions
(an additional one (1) session per month) for the period commencing March 16,
2023 through December 31, 2023. Additional funds not to exceed $4,000.00
chargeable to Account T-12-56-816-0000-199.
CR-29 Approving a Promotional Program for Urban Enterprise Zone (“UEZ”) Bayonne
Business – Phase I to promote/highlight the UEZ businesses within the City with
events and marketing advertisements throughout Calendar Year 2023 and
authorizing the UEZ Coordinator to submit an application to the New Jersey Urban
Enterprise Zone Assistance Fund for the amount of $44,700.00 dollars to
implement same.
CR-30 Amending Resolution No. 22-10-19-040 that authorized an increase in Agreement
No. CY20-083 (the “Agreement”) with the Waterfront Project, Inc. increasing same
in the amount of $75,000.00 to provide additional Community Development Grant
COVID-19 Funds for the purpose of supporting the work of a housing counselor
and a social worker to assist Bayonne residents facing housing instability as a
result of the pandemic, thereby making the total contract amount $120,000.00 to
extend the Agreement through August 31, 2023
CR-31 Amending Resolution No. 22-11-09-039 that authorized an increase in Agreement
No. CY20-080 (the “Agreement”) with the Bayonne Youth Center, 524 Kennedy
Blvd., Bayonne, NJ increasing same in the amount of $72,000.00 to provide
additional Community Development Grant COVID-19 Funds for the purpose of
providing additional outreach initiatives as a result of the pandemic, thereby
making the total contract amount $106,000.00 (erroneously stated as $106,00.00)
to extend the Agreement through August 31, 2023 and to correct the total contract
amount to read “$106,000.00.
CR-32 Amending Resolution No. 22-11-09-040 that authorized an increase in Agreement
No. CY20-095 (the “Agreement”) with the Bayonne PAL Day Care Center increasing
same in the amount of $8,000.00 to provide additional Community Development
Grant COVID-19 Funds for the purpose of providing two (2) additional teachers for
the after school homework program thereby making the total contract amount
$23,000.00 to extend the Agreement through August 31, 2023.
CR-33 Health and Human Services, Area Agency on Aging (the “Agency”) (“Grant Funds”)
and authorizing the Mayor and City Clerk to enter into an Agreement with the
Bayonne Economic Opportunity Foundation (the “BEOF”) for the amount of
$455,169.96 for the purpose of executing a Senior Nutrition Feeding Program
utilizing said Grant Funds for the period commencing January 1, 2023 through
December 31, 2023
CR-34 Granting Raffle licenses to qualified organizations. City Clerk

R-1 Approving Emergency Temporary Budget #3 for CY2023 Municipal Budget.
R-2 Authorizing the execution of a Redevelopment Agreement with TOGUS URBAN
RENEWAL, LLC for the redevelopment of the property which identified as Block
332, Lot 3; Block 360, Lot 2; Block 373, Lots 1, 2, 13, 14 and 15; Block 390, Lots
1 and 2 (a/k/a RG67); Block 391, Lots 1 and 2 and 511, Lots 5 and 6 as shown
on the official tax map of the City of Bayonne in accordance with the
Redevelopment Plan. Law
R-3 Authorizing the Planning Board to conduct a preliminary investigation to
determine whether Block 70, Lots 19, 20, 21.01 (prior Lots 21 and 22), 23, and
24, which have street addresses of 11-13 West 47th Street, 979 Broadway, 973-
975 Broadway, 983-987 Broadway, and 12 West 48th Street constitute a non-
condemnation area in need of redevelopment. Law
R-4 Designating Bridge Point Bayonne, LLC as Redeveloper of the property located at
63-67 New Hook Road which is identified as Block 416, Lot 3 on the official tax
map of the City of Bayonne, and authorizing the execution of the Redevelopment
Agreement. Law
R-5 Approving a revocable license with 746 Ave E Urban Renewal, LLC for
encroachments into the Avenue E right-of-way for the approved building to be
located at 736-742 Avenue E, which is identified as Block 393, Lot 3.01 on the
City's Tax Records. Law
R-6 Authorizing application to the New Jersey Infrastructure Bank Financing Program
for a Lead Service Line Replacement Project.
R-7 Authorizing the Mayor and/or his designee(s) to enter into a Tax Appeal Settlement
Agreement with SMZ BAYONNE, LLC for 1127-1157 Kennedy Boulevard, also
identified as Block 50, Lots and authorizing the Mayor and/or his designee(s) to
take any action necessary to effectuate this resolution and resulting judgement.
R-8 Authorizing the Mayor and/or his designee(s) and Veolia North America’s licensed
C-4 Collection System operator and Distribution System W-4 licensed operator as
needed or required, to execute any and all documents on behalf of the City of
Bayonne, including, but not limited to, an NJDEP TWA-1 Application, an NJDEP
WQM-003 Statement of Consent Form and/or an NJDEP WQM-006 Engineer's
Report for Domestic Treatment Works Approval Application in furtherance of any
and all sanitary sewer applications submitted to the State of New Jersey by
developers in connection with redevelopment or other projects within the City of
Bayonne and Water Extension Permit documents.
R-9 Authorizing the use of COMMUNITY DEVELOPMENT BLOCK GRANT funds to
acquire the property located at 440 Avenue C, which property is identified as Block
225, Lot 46 as shown on the official tax map of the City of Bayonne.
R-10 Authorizing the Director of Planning, Zoning and Development and the Law
Director to negotiate and enter into a Purchase and Sale Agreement with property
owner for the acquisition of the property located at 440 Avenue C.
R-11 Seeking permission of the Director of the Division of Local Government Services
for approval of a DEDICATION BY RIDER in the CY 2022 budget for the Gifts and
Bequests Trust Fund for contributions to the BAYONNE POLICE DEPARTMENT’S

CY22-070 with McManimon, Scotland & Baumann, LLC for professional legal
services as the City’s Water/Sewer Utility attorney for the period commencing July
1, 2022 through December 31, 2022 for an original amount not to exceed
$75,000.00 extending same through April 30, 2023 for an additional amount not
to exceed $30,000.00, thereby making the total contract amount not to exceed
$105,000.00 pending the award of a new contract for said services
