R-2 Awarding a contract to H & L SYSTEMS, INC. for the purchase and implementation
of a PILOT Abatement Software Program for a total contract amount not to exceed

Roadway Improvements Phase II for the contract amount of $1,056,602.75

R-6 Ratifying and affirming the actions of the Director of Public Works in authorizing
the Supervisor of Parks and Recreation to solicit three (3) proposals for additional
bus services necessary to provide transportation in connection with the City’s 2023
Summer Recreation Program (the “Program”); authorizing the continuation of bus
services from BelovED Community Charter School Inc. (“BelovED”) on an
emergency basis for the remainder of the Program (“Additional Bus Services”); and
authorizing the Mayor and City Clerk to execute an amendment to Agreement No.
CY23-061 with BelovED increasing same in an amount not to exceed $27,000.00
for said Additional Bus Services, thereby making the total contract amount not to

R-7 Adopting the Preliminary Investigation of an area in need of redevelopment and
authorizing and directing the Planning Board to prepare a redevelopment plan for
the property located at Newark Bay-1st to 3rd Street, 4-22 Avenue A, 247-251 West
1st Street and 218-222 West 2nd Street with property is identified as Block 332,
Lots 1, 6 & 7; Block 333.01, Lot 7 and Block 373, Lots 1, 2, 13 & 14 as shown on

R-8 Adopting the Preliminary Investigation of an area in need of redevelopment and
authorizing and directing the Planning Board to prepare a redevelopment plan for
the property located 21-29, 35 and 37 West 25th Street which is identified as Block
183, Lots 5, 6 and 8.01 as shown on the official map of the City pursuant to the
N.J.S.A. 40a:12a-1 et seq.
R-9 Authorizing the Mayor and City Clerk enter into a Tripartite Shared Services
Agreement between the City of Bayonne, the Town of West New York, as Receivers
of Services and the Town of Kearney as Provider of Services whereby the Town of
Kearney will provide Licensed Health Officer Services to the City of Bayonne and
the Town of West New York for the period commencing August 17, 2023 through
August 16, 2024 for the amount of $36,000.00 each payable at the rate of
$3,000.00 per month in form and substance as approved by the Law Director.
R-10 Authorized to execute an amendment to said Agreement No. CY23-024 with NW
Financial Group, LLC. 2 Hudson Place, 3rd Floor, Hoboken, NJ 07030 increasing
same in an amount not to exceed $50,000.00 to include payments attributable to
developers’ and redevelopers’ escrow accounts for financial analysis and/or
preparation of financial agreements and/or applications for same, thereby making
the total contract amount not to exceed $275,000.00.
R-11 Authorizing an amendment to Agreement No. CY23-044 with T & M ASSOCIATES
for the hydraulic modeling to include additional modeling for development
applications to be paid from developers escrow accounts.
R-12 Endorsing the preliminary preferred alternative description of the NJ Department
of Transportation project for a Pedestrian Overpass, State Route 440 at 34th Street,
City of Bayonne, County of Hudson, State of New Jersey
R-13 Authorizing the execution of an Estoppel and Recognition Agreement with LOFTS
OF AVENUE E URBAN RENEWAL ENTITY I, LLC AND LOFTS OF AVENUE E
URBAN RENEWAL II, LLC with the City of Bayonne for the properties located 306-
322 Avenue E and 317 Avenue E, which properties are identified as Block 440, Lot
4.01 and Block 191, Lot 5.02 as shown on the official tax map of the City.
R-14 Authorizing the execution of an amended redevelopment agreement with QOZ
PROSPECT PROPERTY URBAN RENEWAL LLC for 33 Prospect Avenue, which is

R-15 Authorizing and directing the Planning Board of the City of Bayonne to re-open the
8th Street Station Rehabilitation Area Plan.

ADD-2 Amending and restating Resolution # 20-12-16-071 adopted on December 20,
2020 entitled, “Resolution of the City of Bayonne, in the County of Hudson, New
Jersey , determining the form and other details of its “Note relating to the Water
Bank Construction Financing program of the New Jersey Infrastructure Bank”, to
be issued in the principal amount of up to $2,082.786, and providing for the
issuance and sale of such note to the New Jersey Infrastructure Bank, and
authorizing the execution and delivery of such note by the City of Bayonne in favor
of the New Jersey Infrastructure Bank, all pursuant to the Water Bank
Construction Financing Program of the New Jersey Infrastructure Bank.”

entitled, “Resolution determining the form and other details of not exceeding
$2,082,786 General Obligation Bonds of the City of Bayonne, in the County of
Hudson, New Jersey and providing for their sale to the New Jersey Infrastructure
Bank and the State of New Jersey pursuant to the Water Bank Financing Program
of the New Jersey Infrastructure Bank and authorizing the execution and delivery
of certain loan agreements and an escrow agreement in connection therewith.”
ADD-4 Authorizing the Mayor and City Clerk to execute an amendment to Agreement No.
CY23-037 with the John S. Pavlovich, P.E. to include additional professional
Traffic Engineering Services to perform traffic data collection along Route 440,
Avenue E and The Peninsula at Bayonne Harbor that was not anticipated at the
time of the original contract award and increasing same in the amount of
$25,000,00 payable at rates set forth in the Contractor’s Response to the City’s
RFQ/P, thereby making the total contract amount not to exceed $75,000.00.
ADD-5 AN ORDINANCE OF THE CITY OF BAYONNE, COUNTY OF HUDSON, NEW
JERSEY ADOPTING AN AMENDMENT TO THE 218-222 BROADWAY
REDEVELOPMENT PLAN, WHICH PROPERTY IS IDENTIFIED AS BLOCK 319, LOT
26 AS SHOWN ON THE OFFICIAL TAX MAP OF THE CITY, PURSUANT TO THE
LOCAL REDEVELOPMENT AND HOUSING LAW, N.J.S.A. 40A:12A-1 ET SEQ, and
a resolution fixing Wednesday, September 20, 2023 at 7:00 P.M. and the Dorothy
E. Harrington Council Chambers as the time and place for a public hearing and
final passage.
ADD-6 Adopting a revised Deferred Compensation Plan for the purpose of making
available employees the accrual of tax benefits under a Section 457 Deferred
Compensation Plan (Plan 20-PD-EQUITABLE-091720).
