REORGANIZATION MEETING
OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF
HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING,
630 AVENUE C, ON SUNDAY, JULY 1, 2018
The Council met at 5:05 P.M.
The Clerk announced: “I would like to advise all those present that notice of this
reorganization meeting of the Municipal Council of the City of Bayonne of Sunday, July
1, 2018 has been provided to the public in accordance with the provisions of the Open
Public Meetings Act of the State of New Jersey. Notice of time and place of the meeting
was posted and filed with the City Clerk, and was forwarded to the Jersey Journal and
the Star Ledger by fax and regular mail on June 28, 2018.”
The Regular Meeting of the Municipal Council of the City of Bayonne is now in session.
The Clerk called the roll.
Present were: Council Members Cotter, Gullace, La Pelusa, Perez, and Nadrowski.

Prior to the commencement of the regular order of business, Governor Phil
Murphy addressed the audience.

01. The council as a whole moved that the following Officer’s Report be received
and filed.
CERTIFICATION OF ELECTION RESULTS
I, ROBERT F. SLOAN, City Clerk of the City of Bayonne, in the County of Hudson
and State of New Jersey, HEREBY CERTIFY that, on the 14th day of May, 2018, I
canvassed the results of the Municipal Election held May 8, 2018, which statements of
canvass were filed with me by the members of the District Boards of Registry and Election
on May 13, 2018, and further canvassed the results of the vote of vote by mail voters and
provisional voters as certified to me by the Hudson County Board of Election;
I FURTHER CERTIFY that, on the 14th day of May, 2018, I made and filed in my
office the result of said canvass and it is my determination that the following were elected
to the respective office listed:
• JAMES M. DAVIS was elected mayor;
• SHARON ASHE NADROWSKI, and JUAN M. PEREZ were elected to the two
council member-at-large offices;
• THOMAS J. COTTER was elected to the office of council member for the first
ward;
• SALVATORE GULLACE was elected to the office of council member for the
second ward;
• GARY LA PELUSA, SR. was elected to the office of council member for the third
ward;
each being elected for a term of four years commencing July 1, 2018.

02. The Clerk presented First Ward Council Member Thomas J. Cotter with a
Certificate of Election and administered the oath of office.

03. The Clerk presented Second Ward Council Member Salvatore Gullace with a
Certificate of Election. County Executive Thomas DeGise administered the oath
of office.

04. The Clerk presented Third Ward Council Member Gary LaPelusa, Sr. with a
Certificate of Election and administered the oath of office.

05. The Clerk presented Council Member at Large Juan Perez with a Certificate of
Election. County Executive Thomas DeGise administered the oath of office.

06. The Clerk presented Council Member at Large Sharon Ashe-Nadrowski with a
Certificate of Election and administered the oath of office.

07. The Clerk presented Mayor James M. Davis with a Certificate of Election. United
States Senator Robert Menendez administered the oath of office.

08. Each of the Council Members and the Mayor were introduced individually and gave
remarks.

09. The Clerk requested nominations for the Office of Council President. Council
Member Cotter nominated Council Member Nadrowski, which motion was seconded by
Council Member Gullace and adopted.
Yeas - Council Members Cotter, Gullace, La Pelusa, Perez, and Nadrowski.
The Clerk administered the oath of office to the Council President, who assumed the
chair.

10. The council as a whole moved the following resolution, which motion was adopted.
RESOLVED, that the action of the members of the Municipal Council in holding
their Reorganization Meeting in the Dorothy E. Harrington Council Chambers, Municipal
Building on Sunday, July 1, 2018 at 4:30 P.M., be and is hereby ratified and confirmed;
and be it further;
RESOLVED, that the actions of the City Clerk in providing notice pursuant to the
Open Public Meetings Act of the State of New Jersey of the time and place of the meeting
be and are hereby ratified and confirmed.

At 6:07 P.M., the Council as a Whole moved to adjourn, which motion was adopted.
