Borough of Beaver, PA Council Meeting August 13, 2024 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room of the Beaver Borough Municipal building and was called to order on Tuesday, August 13, 2024 at 7:00 PM by Council President, Sean Snowden. • Council Representatives in attendance: Alexander Andres, Michael Deelo, Roberta Good, Todd Hindman, Whitney Learn-Conjeski, Margaret McKean, Sean Snowden, and Amy Stettler. • Borough officials in attendance: Mayor Thomas Hamilton, Chief of Police and Borough Manager Dan Madgar, Solicitor Garen Fedeles, Sergeant Ken McCoy, Code Enforcement Officer Rick Sprecker, Debbie Hindman, and Rebecca Phillips. • Absent: Alex Sebastian • Visitors in attendance (signed in): Midge Sefton, Rick Sprecker, Jim Woolley, Robert Snider, and Lincoln Kretchmar. Approval of Minutes Motion by Ms. Learn-Conjeski to accept the July 9, 2024 Council Meeting Minutes and the July 23, 2024 Work Session Minutes. Seconded by Ms. Good. Voice vote passed unanimously. Treasurer’s Report – • The July Treasurer’s report was provided in the Council packet. Treasurer’s Report Motion by Ms. Good to accept the July Treasurer’s report. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. Review invoices and authorization to pay bills Motion by Ms. Stettler to authorize and pay submitted invoices for the Borough. Seconded by Ms. Good. August 13, 2024 Council Meeting Page 1 Council Committees Finance – Reported by Ms. Stettler • Continuing to work with Mr. Kennedy to prepare for the draft 2025 budget. A draft is expected to be presented to Council at the September Work Session. General Government – • Ms. Good reported that union contract negotiations were ongoing. • Mr. Andres reported that the annual COG conference would be held on September 21, 2024. Highways – Reported by Mr. Madgar • The Code Enforcement Officer, Borough Engineer, Municipal Authority, and Road Department have actively been working on a drainage issue near 2nd Street and Sassafrass. The drainage issue has been magnified with the recent rain. • There have been multiple fender-benders at the intersection of 5th Street and Market Street this year. Two of the incidents have included school transportation vehicles. A traffic study has been completed by PennDot and they notified the Borough that they would be changing the intersection from a 2-way stop, to a 4-way stop. Borough officials met with PennDot officials at the intersection to review the changes that would be made. PennDot said that the changes would take effect soon but a date has not yet been set. Once Beaver Borough receives a press-release from PennDot, it will be shared with residents. o Concerns were addressed about increased traffic on 6th and 7th Streets due to vehicles trying to avoid the new 4-way stop intersection. Public Safety / Code Enforcement – No report Recreation – • Mr. Andres updated on the Shaw Park Project’s upcoming Splash & Dash 5K event. Reports Manager/Secretary Report – Reported by Mr. Madgar • Reviewed breakdown of funds that were used to complete the Pool House renovations. • Reviewed summary of meeting minutes when the Pool House renovations and funds were discussed at public meetings. Mayor Hamilton – • Recognized the Car Cruise committee and reviewed the event. President’s Report – Reported by Mr. Snowden • Reviewed the Car Cruise and thanked the Beaver Area High School JROTC program who handled trash removal/clean-up for the event. • Expressed the need and continuation of a strong police force to keep the community safe. Solicitor Report – • Continuing discussions regarding the collective bargaining agreements. Motions Advertisement of Grease Trap Ordinance Motion by Mr. Deelo, I move that Beaver Borough Council authorize the solicitor to advertise an ordinance regarding grease trap requirements for food preparation facilities and restaurants. Seconded by Ms. Good. Voice vote passed unanimously. Advertisement of Rules and Regulations for Disruptive Conduct at Residential Rental Properties Ordinance Motion by Ms. Good, I move that Beaver Borough Council authorize the solicitor to advertise an ordinance that establishes rules and regulations for disruptive conduct at residential rental properties. Seconded by Mr. Hindman. Voice vote passed unanimously. MOU Between the United States Postal Inspection Service and the Beaver Borough Police Department Motion by Mr. Hindman, I move that Beaver Borough Council approve the attached memorandum of understanding between the United States Postal Inspection Service and the Beaver Borough Police Department with respect to a joint cooperative law enforcement effort. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. Civil Service Promotional Testing and Corporal Position Motion by Mr. Hindman, I move that Beaver Borough Council authorize the Civil Service Commission to amend the Civil Service Promotional Testing and add the position of Corporal. Seconded by Ms. Good. Voice vote passed unanimously. 2025 Minimum Obligation (MMO) for Police and Municipal Employees Motion by Ms. Stettler, I move that Beaver Borough Council approve the attached Resolution 2024-02 relating to the 2025 Financial Requirement and Minimum Obligation (MMO) for Police and Municipal Employees. Seconded by Mr. Hindman. Voice vote passed unanimously. August 13, 2024 Council Meeting Page 3 PennDot Reimbursement and Maintenance Agreement Motion by Mr. Deelo, I move that Beaver Borough Council enter into a reimbursement and maintenance agreement with PennDot to install new ADA pedestrian ramps along Market Street from Turnpike Street to Sixth Street. The Borough’s portion is estimated to be $32,847.00 for the project and will be taken from the Borough’s Liquid Fuels Tax allocation. The exact figure will be identified when the project bid is awarded. In accordance with this agreement, I move that Resolution 2024-03 be approved to authorize Borough Manager, Dan Madgar as authorized signer of the agreement. Seconded by Ms. Stettler.
