Borough of Beaver, PA Council Meeting September 10, 2024 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room of the Beaver Borough Municipal building and was called to order on Tuesday, September 10, 2024 at 7:00 PM by Council President, Sean Snowden. • Council Representatives in attendance: Alexander Andres, Michael Deelo, Roberta Good, Todd Hindman, Whitney Learn-Conjeski, Margaret McKean, Alex Sebastian, Sean Snowden, and Amy Stettler. • Borough officials in attendance: Mayor Thomas Hamilton, Chief of Police and Borough Manager Dan Madgar, Solicitor Garen Fedeles, Sergeant Ken McCoy, and Debbie Hindman. • Absent: None. • Visitors in attendance (signed in): Midge Sefton, Jim Woolley, Robert Snider, and Ellen Kretchmar. A moment of silence was held for former Councilmember, Dan Deceder. Approval of Minutes Motion by Ms. Learn-Conjeski to accept the August 13, 2024 Council Meeting Minutes and the August 27, 2024 Work Session Minutes. Seconded by Mr. Hindman. Voice vote passed unanimously. Treasurer’s Report – • The August Treasurer’s report was provided in the Council packet. Review invoices and authorization to pay bills Motion by Ms. Good to authorize and pay submitted invoices for the Borough. Seconded by Ms. Stettler. Voice vote passed unanimously. Public Participation – • Jim Woolley, Beaver Resident o Requested a copy of the Treasurer’s report o Asked for a status of the draft 2025 Budget  Ms. Stettler stated the draft budget is expected to be reviewed at the October Work Session. o Believes that the new 4-way stop at the intersection of 5th Street and Market Street is working. September 10, 2024 Council Meeting Page 1  o Suggested a solution to the sound echo at the Pool House Civic Center building could be considered.  Mr. Madgar stated that options are being reviewed. Council Committees Finance – Reported by Ms. Stettler • Draft 2025 budget expected by October Work Session. General Government – No report Highways – Reported by Mr. Madgar • Reviewed the need to repave the parking lot next to the tennis courts in Shaw Park. Drainage issues could be addressed while work is completed. This paving project is estimated to cost approximately $70,000 to $90,000. • As of now, Columbia Gas is not expected to complete any work that would result in paving in 2025. Public Safety / Code Enforcement – No report Recreation – • Ms. McKean announced that Fort McIntosh Day would be held this Saturday at the Fort McIntosh site on River Road and that a presentation of a proposed Waterlot project would be presented at the September Work Session. Reports Manager/Secretary Report – • Beaver Valley Power Station’s annual siren test will be held Thursday, September 12th at 11:00 a.m. • Beaver Area Chamber of Commerce’s Wine Festival will be held on Saturday, September 14th from 3:00 p.m. to 7:00 p.m. • Beaver County Women’s Center fundraiser will be held at the Pool House Civic Center on Saturday, September 14th from 7:00 p.m. to 10:00 p.m. • Fire Department’s Open House will be held on Saturday, September 28th from 12:00 p.m. to 4:00 p.m. • Beaver Heritage Foundation’s New Resident Welcome Event to be held on Thursday, October 17th. • Reviewed recent meeting with new leadership of the Beaver Area Chamber of Commerce. • Chamber of Commerce will be selling alcohol at this year’s Light Up Night Festival as a way to help offset some of the costs of the event. • Ms. McKean asked for an update on the Beaver Life Magazine. • Mr. Madgar – The magazine publisher has ran in to some delays and was told that a proof should be received soon and mailed out by mid next week. A new format of the magazine is being reviewed to reduce the cost. September 10, 2024 Council Meeting Page 2 Mayor Hamilton – • September 11th Memorial Services to be held tomorrow at the Beaver Area High School and Gazebo at Irvine Park. President’s Report – • Reviewed correspondence with HARB regarding last meeting minutes. Statement made regarding Council’s communication was written out of context. Corrections to the minutes will be made to better reflect the discussion. • The issue of electric bikes and scooters being used on sidewalks was reviewed. Police Department – No report Borough Engineer – No report Solicitor Report – No report Motions Ordinance Establishing Rules and Regulations for Disruptive Conduct at Residential Rental Properties Motion by Mr. Hindman, I move that Beaver Borough Council approve the attached Ordinance to establish rules and regulations for disruptive conduct at residential rental properties. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. Ordinance Regarding Grease Trap Requirements for Food Preparation Facilities Motion by Mr. Deelo, I move that Beaver Borough Council approve the attached Ordinance regarding grease trap requirements for food preparation facilities and restaurants. Seconded by Ms. Good. Voice vote passed unanimously. Resolution 2024-04 PennDot Winter Maintenance Agreement Motion by Ms. Good, I move that Beaver Borough Council approve the attached 5-year PennDot Winter Maintenance Agreement. In accordance with this agreement, I move that Resolution 2024-04 be approved to authorize Borough Manager, Dan Madgar as authorized signer of the agreement. Seconded by Ms. Stettler. Voice vote passed unanimously. Resolution 2024-05 PennDot Traffic Signal Application Motion by Ms. Good, I move that Beaver Borough Council approve Resolution 2024-05 authorizing Borough Engineer, Dan Martone to complete and submit the attached application for the Traffic Signal Approval to install illuminated stop signs at the intersection of 5th Street and Market Street to PennDot on behalf of Beaver Borough. Seconded by Mr. Hindman. Voice vote passed unanimously. September 10, 2024 Council Meeting Page 3 Final Payment to Youngblood Paving for 2023 Road Paving Project No. 2 Motion by Mr. Deelo, based on the Borough Engineer’s written recommendation, I move that Beaver Borough Council approve a progress payment in accordance with invoice #2024-1387 in the amount of $222,955.17 to Youngblood Paving, Inc. with reimbursements to be received from Columbia Gas in the total amount of $161,011.18. Seconded by Ms. Good. Voice vote passed unanimously. Mini Stage at Quay Park 2024 Rental Rate Motion by Ms. Learn-Conjeski, I move that Beaver Borough Council set the 2024 rental fee for the mini-stage located in Quay Park at $125.00. Seconded by Ms. Stettler. Voice vote passed unanimously. Motion by Ms. Learn-Conjeski to adjourn. Seconded by Mr. Sebastian. Voice vote passed unanimously.
