STATE OF TEXAS § COUNTY OF TARRANT § CITY OF BEDFORD § The Board of Directors of the City of Bedford Street Improvement Economic Development Corporation, Bedford, Texas, met in a Special Session at 6:00 p.m. at Bedford City Hall, 2000 Forest Ridge Drive, Bedford, on the 11th day of October, 2016 with the following members present: Roy W. Turner President Rusty Sartor Steve Farco Roger Fisher Tina Penney Marty Hathaway Constituting a quorum. Also present were: Cliff Blackwell Director of Administrative Services/Treasurer Roger Gibson City Manager/Executive Director Kelli Agan Assistant City Manager Kenny Overstreet Public Works Director CALL TO ORDER President Turner called the meeting to order at 5:00 p.m. NEW BUSINESS 1. Consider approval of additional funding in the amount of $122,900 for the Bedford Court East (Brown Trail to Dora Street) Paving Improvement Project, bringing the total project budget amount to $472,900. The Street Improvement Economic Development Corporation (SIEDC) Board approved the proposed SIEDC budget during the July 19, 2016 Board meeting. Within the approved budget was $350,000 for the Bedford Court East (Brown Trail to Dora Street) Paving Improvement Project. On September 8, 2016, a bid opening was held for the construction of this project. A total of four contractors submitted bids. McClendon Construction Company Inc. submitted the lowest qualifying bid in the amount of $472,900. The highest bid received was $606,603.08 and the average bid was $545,720.77. The Engineers’ Opinion of Probable Cost for this project was $350,000. This amount is approximately $122,900 higher than the estimated amount due to the high demands for concrete, causing an overall shortage in the DFW area. Motioned by Director Fisher, second by Director Sartor, to reject all bids relating to the Bedford Court East Paving Improvement Project and to recommend to Council to rebid the project to include the Bedford Road Paving Project. Motion passed 5-0-0. President Turner declared the motion carried. As a point of clarification, the project bids will be advertised as the Bedford Road Paving Improvement Project, the Bedford Court East Paving Improvement Project or as a combination of both projects. 2. Discussion on the pedestrian crossing warning system to be installed on Cummings Drive at the crosswalks east of Murphy Drive. During the July 19, 2016 Street Improvement Economic Development Committee (SIEDC) meeting, a discussion was held on the pedestrian crossing warning system budget item. A Board Member directed staff to investigate the cost of a system that does not require the pedestrians to push a button prior to crossing, but is automatically activated prior to pedestrians entering the roadway. The original submitted system cost was approximately $24,000 per crosswalk. The upgraded system quote is $33,017, a difference of $9,017 per crossing and a total cost difference of $18,034. Motioned by Director Fisher, seconded by Director Sartor, to approve a total of $28,000 for the two proposed signals on Cummings and a mechanism for the signal at Central Drive. Motioned by Director Fisher, seconded by Director Farco to rescind the previous motion. Motioned by Director Fisher, seconded by Director Sartor to approve $78,000 for additional pedestrian crossing warning systems. Motion passed 5-0-0. President Turner declared the motion carried.
