Approval of the minutes of the January 15, 2019 regular meeting. Motioned by Director Penney, seconded by Director Murphy, to approve the minutes of the July 26, 2019 regular meeting. Motion passed 7-0-0. President Fisher declared the motion carried. NEW BUSINESS 2. Receive the Financial Status Report for Fiscal Year 2019. Finance Director Maria Joyner presented information on this item. Ms. Joyner stated that revenues are $809,022, an increase of $42,716 over the same time period the previous year; the sales tax for the first quarter is up $112,000; interest earnings are approximately $13,000. Expenditures as of December 31, 2019 were $251,587, a decrease of $272,886, compared to the same time period the previous year, leaving a fund balance of $4,007,347. 3. Discussion on future potential projects. Public Works Director Kenny Overstreet presented information on this item. Cheek-Sparger Road improvements – Mr. Overstreet stated in July, staff met with the City of Colleyville to discuss widening Cheek-Sparger Road. The City of Colleyville will apply for a grant to assist with funding the project. In the meantime, the two cities will work together to improve the trails in the area. Pipeline Road new sidewalk installation – Mr. Overstreet stated that the City of Euless contacted staff in November regarding their Pipeline Road improvement project. The project will involve road, utility, and sidewalk improvements. Staff requested that the installation of a sidewalk on the north side of Pipeline Road between Raider Drive and Gettysburg Place be included in the scope of the project. The City of Euless has agreed to the request. 4. Staff report on the status of Fiscal Year 2019/2020 approved projects and supplementals Public Works Director Kenny Overstreet presented information on this item. Approved Fiscal Year 2019/2020 projects and status update: • Concrete repairs (panels, sidewalks and ADA ramps) at various locations – Project bids will be received on January 23, 2020. • Crack and joint sealing at various locations – City Council approved an agreement to utilize the City of Grand Prairie contract during the January 14, 2020 meeting. Curtco, Inc. would like to complete the work in the months of January, February, and March 2020. • Pavement markings at various locations – City Council approved an agreement to utilize the City of Grand Prairie contract during the January 14, 2020 meeting. As part of the pavement markings at various locations, staff is including the painting of median endpoints on Harwood Road, Central Drive and Central Park Boulevard/Tibbets Drive. The estimated linear feet of median endpoints is 4,420. • Streetlight rehabilitation and installation at various locations – Will be completed as requests are received and meet installation criteria. The Field Operations Manager is working on a “Street Light Policy” to submit to City Council for review and will also request the approval of an ordinance. • Subgrade repairs at various locations – These funds will be utilized in conjunction with the 2020 Mill and Overlay at various locations project for subgrade repairs or street reclamation where needed. • Pedestrian crossing warning system installation – Traffic personnel installed a crosswalk and warning system on L. Don Dodson Drive between Building A and the Former Library Building. Additional pedestrian crossing warning systems will be considered after notification from the Texas Department of Transportation (TxDOT) on the status of the Safe Routes to School (SRTS) grant submittal. • Mill and overlay at various locations – Project bids will be received on February 4, 2020. • Mill and overlay on Brown Trail from Bedford Road to SH183 – Tarrant County Precinct 3 informed the staff that the start date for the overlay is scheduled for March 2, 2020. The milling of the roadway will occur prior to the overlay start date.  • Mill and overlay on Forest Ridge Drive from Pipeline Road to SH183 – Tarrant County Precinct 3 informed the Public Works Director that the start date for the overlay is scheduled for March 2, 2020. The milling of the roadway will occur prior to the overlay start date. • Bedford Court East reconstruction from Brown Trail to Hurst city limits – Design has been completed and bids will be received by Tarrant County on January 29, 2020. • Cheek-Sparger Road at Heritage Avenue roadway improvements – Bids were received by the City of Euless on November 26, 2019. The City of Euless City Council approved the bids during their January 14, 2020 Council meeting. The project start date remains to be determined. • Cheek-Sparger Road at Heritage Avenue signal installation – Bids were received by the City of Euless on November 26, 2019. Approved Fiscal Year 2019/2020 supplementals and status update: • Tandem dump truck – City Council approved this purchase at their November 12, 2019 regular meeting. The truck was received on November 22, 2019. A photo of the new tandem dump truck is attached. • Glance Preempt and Field Monitoring Unit – Purchase of the equipment was approved during the January 14, 2020 City Council meeting. • Street sanders – Public Works staff is reviewing specifications on various models. 5. Discussion and possible action on rescheduling future July Street Improvement Economic Development Corporation (SIEDC) meetings to accommodate the revised budget calendar. Public Works Director Kenny Overstreet presented information on this item. Mr. Overstreet stated due to changes in the City’s budget calendar, it is necessary to move the July SIEDC meeting.
