CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS October 21, 2024 7: 00 pm This meeting was open to the public and attended in person. Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were Jim Simon, Kristine Menicucci, Erin Bell, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, Assistant City Manager Greg Tryon, City Attorney Kyla Murray, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Finance Director Charity VanKirk, Director of Information Technology Ryan Curtis, Municipal Court Judge Chris Gregory, Director of Community Development Jason Karp, Director of Human Resources Becky Wilbert, Director Of Economic Development Katharine King, City Engineer Joe Hauck, Director of Parks and Recreation Steve Klotz, Public Works Director Camaree Uljua, and Director of Operations James Percival. Others in attendance were ACTION: Council Member Simon moved to excuse Council Members Meis and Guffey. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. PUBLIC FORUM Mayor Nelson called three times for public comment. There being none, the public forum was closed. DISCUSSION AGENDA Discuss and Consider Resolution 2024- 32 Relating to $ 936, 000 Water System Revenue Bond DNRC Drinking Water State Revolving Loan Program) Series 2024A Executive Director of Financial Services VanKirk explained that this resolution is to get the City startedon obtaining an SRF loan to fund 16% of the City' s groundwater capacity development project known as Wells 8 and 9. City Attorney Murray confirmed she had reviewed the document and had not found anything of concern. Mayor Nelson called three times for public comment. There was none. ACTION: Council Member Menicucci moved to adopt Resolution 2024- 32 relating to 936, 000 Water System Revenue Bond ( DNRC Drinking Water State Revolving Loan Program) Series 2024A. Council Member Simon seconded the motion. All voted aye, motion carried unanimously. Page 1 of 3  Discuss Mayoral Proclamation Retarding Extra Mile Day Mayor Nelson stated that this year will mark the 12th that the Mayor of Belgrade has 1St declared November as " Extra Mile Day." Extra Mile Day is a day meant to recognize people and organizations who are creating positive change in our local communities through their extra mile efforts in volunteerism and service. Mayor Nelson proclaimed November 1, 2024, to be " Extra Mile Day." REPORTS Mayor Nelson noted that Council Member Guffey needs a volunteer to cover the Joint Library and Foundation Board meetings on October 22. 2024, at 5: 30 p.m. Council Member Menicucci volunteered. Nelson also stated that Council Member Meis also needed coverage for the October 28, 2024, City- County Planning Board meeting. Council Member Simon volunteered. Lastly, Nelson reported that at the Board of Health meeting, they discussed an influx of whooping cough diagnoses in 14 counties. They also discussed that Gallatin County has breast cancer incidents at a rate of 137. 9 cases per 100, 000, exceeding the national average of 130 cases per 100, 000. Council Member Menicucci added that whooping cough is easily treatable if you have been vaccinated for whooping cough and you get treated within 5 days. City Attorney Murray had nothing to report. City Manager Cardwell turned his time over to Assistant City Manager( ACM) Tryon. ACM Tryon reported that he had the pleasure of offering the Library Director position to Alina Prunean last week. Alina Prunean started her nearly 10- year library career at the Richard M. Nixon Library and has been in public libraries for the last couple of years. Alina accepted the director position with glee and should start at the end of November. FOR YOUR INFORMATION Council Member Mattimoe had nothing to report. Council Member Bell reported that she attended the Senior Center Board meeting earlier that day. She reported that the Senior Center calculated that in August, they served 1, 434 meals on wheels, 680 congregate meals, and 300 units of service for fitness. She noted that in September, the number of meals on wheels went up by 200, and congregate meals served were 663. Page 2 of 3  Bell also noted the Senior Center Manager, Lisa Beedy, had reported at that the federal requirements are going to relax some, which will allow people with mobility limitations to take advantage of the Meals on Wheels program in addition to those completely home- bound. Council Member Menicucci reported that the Water Quality Board did not have an October meeting. However, she is interested to see what will come of the November meeting since the Gallatin County Board of Health absorbed the Water Quality Board. Council Member Simon had nothing to report. Mayor Nelson reported that his thoughts are with the families of Ken Olson, owner of Pickle Barrel, who passed away recently. He also expressed condolences for the family of Don Kelley, of Don Kelly Construction, who also passed away. ADJOURN Council Member Simon moved to adjourn the meetin: . t 7: 17 p. m. ussell C.
