CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS November 4, 2024 7: 00 pm This meeting was open to the public and attended in person. Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were Jason Guffey, Mike Meis, Jim Simon, Kristine Menicucci, Erin Bell, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, Assistant City Manager Greg Tryon, City Attorney Kyla Murray, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Finance Director Charity VanKirk, Chief of Police Dustin Lensing, Municipal Court Judge Chris Gregory, Director of Community Development Jason Karp, Chief Building Official Lucas Sobeck, Director of Human Resources Becky Wilbert, Director of Economic Development Katharine King, City Engineer Joe Hauck, Director of Parks and Recreation Steve Klotz, Public Works Director Camaree Uljua, Director of Operations James Percival, and Fire Chief Jay Wittwer. Others in attendance were Mark Maierle. PUBLIC FORUM Mayor Nelson called three times for public comment. There being none, the public forum was closed. CONSENT AGENDA Consider Ordinance No. 2024- 6 A Zoning Text Amendment for the City of Belgrade Pervious Impervious Requirements of the Commercial Corridor and Industrial Zoning Districts to include definitions ( first reading) Consider Ordinance No. 2024- 7 A Zone Map Amendment of Parcel 2 of COS 2919 changing the zoning from AD- B Airport District to R Rural Residential District( first reading) Consider Approval of Council Minute Drafts: 8- 19- 24, 9- 3- 24, 9- 9- 24 Special 9- 16- 24 meeting, & ACTION: Council Member Menicucci moved to approve the Consent Agenda items as submitted. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. Page 1 of 5  DISCUSSION AGENDA Discuss and Consider Resolution No. 2024-33 for City Council, Board, Committee Meeting Procedures City Attorney Murray explained that this resolution is meant to adopt rules of order for the Council and the other city boards. She noted the proposed procedures would implement Robert' s Rules of Order. The hope is this will keep procedures uniform across all City of Belgrade boards, including the Council, no matter the members or the makeup that they have in the future. Murray noted the procedures will be made available to any new board members, in order to ensure a seamless transition. The procedures will ensure that all meetings are conducted in an orderly, efficient, and transparent manner, thereby fostering public participation and trust. Mayor Nelson confirmed that he would only get a vote in the event of a tie between the Council Members. He noted there was some wording in the proposed procedures that made it appear as if he may have a vote in other circumstances. Murray confirmed that he was correct, he will only have a vote in the event that the Council ties. There was a brief discussion on the meeting format and if the Council would like to implement the new procedures for future meetings. Mayor Nelson called three times for public comment. There was none. ACTION: Council Member Mattimoe moved to adopt Resolution No. 2024-33, The Rules of Procedure for the City Council, Boards, Commissions, and Committees of the City of Belgrade, Montana with the correction to 3. 2- 9. Council Member Simon seconded the motion. Council Member Meis pointed out that page 12, Section 3. 10. 1, clarifies the decorum when requesting to speak. There was a brief discussion on the need for a more structured procedure during meetings. Mayor Nelson called for a vote. All voted aye, motion carried unanimously. Discuss and Consider Resolution 2024-31 a Resolution of the City of Belgrade Establishing a Policy for the Naming of City-Owned Facilities, Rooms, Roads, Parks, and Other Properties City Manager Cardwell explained that this resolution is meant to set clear standards and guidelines for the naming of city owned property, rooms, parks, etc. The hope is that this policy will help city staff answer questions and practice consistency when the public requests to name City rooms, parks, or other amenities after certain individuals. Mayor Nelson called three times for public comment. There was none. Page 2 of 5  ACTION: Council Member Meis moved to adopt Resolution 2024- 31 as presented. Council Member Mattimoe seconded the motion. Council Member Menicucci asked what necessitated the creation of this resolution. Cardwell answered that the discussion started with conversations surrounding donations to the new library. He noted that some library donors made requests to name things that the City wasn' t comfortable granting. Council Member Simon asked why the City was not comfortable naming a room, park, etc., after an individual or family. Cardwell explained that in the case of the new library, for example, the goal of the policy is to recognize those that make contributions but discourage individual recognition on a large scale. He noted the City wants to recognize the citizens of Belgrade and their contributions through the posting of donor plaques in the building. However, the act of naming an entire public room or park after an individual could become a polarizing issue in the future. Council Member Meis expressed his support for this policy. He stated it gives the City flexibility to acknowledge donors in different ways. Mayor Nelson called for a vote. All voted aye, motion carried unanimously. REPORTS Mayor Nelson had nothing to report. meeting. City Attorney Murray reported that she will be absent from the November 18, 2024, City Manager Cardwell reported that at the next meeting the staffwill bring an ordinance to the Council for consideration to update the Belgrade City Code regarding dog ownership and dog licensing requirements. He stated the current wording of the dog licensing ordinance is outdated and difficult to enforce. Specifically, the City Code states only two dogs may reside on any singular property. That phrasing does not make exceptions for dog ownership in multi- family residences, like duplexes or large apartment complexes. As a result, it is currently illegal for more than two dogs to reside in a 32- unit apartment building in Belgrade. He noted this is neither practical nor enforceable. Cardwell also noted staff will also recommend removing the City Code' s dog licensing requirement altogether, instead moving to a voluntary registration program. Cardwell then changed topics, advising that there has been some significant progress on the Belgrade' s Master Plan efforts. He said the Council should expect big updates in the coming weeks. Page 3 of 5  Those updates will include information regarding the water and wastewater portions of the planning efforts. Cardwell also noted it is looking like Belgrade will need to construct some additional water storage in the community fairly soon. So, there will need to be some discussion on where the water storage locations will be and there will need to be approvals from the Council. Lastly, Cardwell recognized the staff involved in the City' s Trick- or-Treat Street booth. He said everyone had a great time. FOR YOUR INFORMATION Council Member Guffey had nothing to report. Council Member Meis reported that the location of the Planning Coordination Committee meeting set for November 12, 2024, at 3: 30 p.m. has moved from the Courthouse to the Detention Center Community Room. Discussions had been about the agriculture land within the triangle area and how to incorporate that into the growth policy. Meis also reported that he will be traveling on November 18th and his availability for the Council' s next meeting is in doubt, but he hopes to appear for that meeting via Zoom. Finally, Meis advised that the Belgrade Community Coalition will start decorating the light park and downtown Main St. on November 16th and 171h, 2024. He said you can visit the Coalition' s website for volunteer opportunities. Council Member Simon advised he attended the Planning Board meeting. He said it was a quick meeting with only slight zoning tweaks. He also reported being happy that Trick-or-Treat Street was a big hit in the community. Council Member Menicucci reported that the Water Quality Board had not met since being absorbed by the Gallatin Board of Health. The Board will not meet in November, either. However, she is working to figure out when the next meeting will be. Menicucci also wished Mayor Nelson a happy birthday. Council Member Bell had nothing to report. Council Member Mattimoe reported that there will be a public meeting on the Belgrade Regional Parks, Trails, and Recreation District Master Plan from 6- 8 p.m. on November 14, 2024, at the library.
