Meeting Minutes
A. Call to Order and Announcement of a Quorum
The regular Environmental Sustainability Board (ESB) was held via an in-person meeting with all
participants at the City Hall (conference room 201). Giles Dunn, ESB Chair, called the meeting to order
at 6:32 PM on Wednesday February 5, 2025. There was a quorum of members present.

Bela: excited to work with ESB. Preparing for advertising Earth Day event; reached out to Bellaire Buzz,
and local schools Horn, Condit, BHS, Pershing, Pin Oak, Episcopal

o Arbor Day event (4/25, day before Earth Day) support from ESB appreciated, including
planning for tree sapling availability to public
F. City Services Update
Beth:
o Defer PW topics to next meeting
o Asked the ESB to review the CoB’s 3-year strategic plan to prepare for 2025 budget
planning. Once the plan is fixed then City Staff will use it to come up with budget, get ok
from council, and work to implement.
o Each of the 3 ESB subcommittee should come back to Giles with list of top priorities.

a. Review of ESB Calendar (provided in agenda packet)
Giles:
o For ESB Learning Academy, Rajiv to address live-streaming and recording capability when held in
Civic
o Pernia looking into short Tik Tok like videos on various topics to post on website
o Showed a list of things needed from Gilbert from various ESB members: water sense, trash stats,
Waste Management site visit, Food Waste Program Banner)
o Food Waste Program planned for every Sunday from March 2 to April 20, 2025 from Noon to 3pm at
Condit Elementary parking lot
o ESB Booth for Earth Day Event on April 26, 2025
o ESB Booth for Nature Discovery Center Spring Fling on April 27, 2025
o Bela working on QR code capability for booth visitors to input comments within google form (or
other format)
b. Approval Energy Optimization and Resiliency Charter (provided in agenda packet)
Giles:
o Approved by ESB without change
o In future will plan swap out of Giles for Phil as ESB team member

o Coordinating with Buster Adams (CoB Parks and Rec) on various sub-team initiatives
o Working on a Monarch Butterfly habitat area in Mulberry Park
o Working on an event for International Dark Sky week
o Working with TXDOT to have them supply seeds along the side of freeways to serve as possible
Monarch Butterfly corridors
b. Trash, Recycling, and Resource Conservation (Elena, Micki, Phil)
i. Subcommittee presents updates on their top three initiatives; and
ii. Board Feedback
Elena:
o Actively planning for Food Waste Program. Following process of Leo Britto (of Zero Waste Houston)
with drive through drop off. Need to provide staffing, surveying, banner, bingo card for do’s &
don’ts.
o Water sense: waiting for Gilbert feedback
o Need to identify a speaker for Earth Day event. The indoor spot at Evelyn’s Park has been reserved
c. Energy Infrastructure and Sustainability (Giles, Patricia, Rajiv)
i. Subcommittee presents updates on their top three initiatives; and
ii. Board Feedback
Patricia:
o Rajiv new project charter update provided
o Lunch with Gus and Jackie planned to discuss municipal initiatives with representatives from HARC

for City of Bellaire customers that allows the customer to monitor their
own water usage, set and receive alerts, and gives them the tools to
