Note: Consideration of New Business shall be for the limited purpose of determining whether the

o 107. 17 tons recycling
o 66.29 tons limbs and branches
• Audit report handed over - Residue 17%

• Hired an economic developer

• Subcommittees have been shuffled.
o Pernia leading Natural world.
o Elena leading Garbage.
o Phil leading EIS
Board Leadership Nominations:
• GD nominated and re-elected to Chair of the board.
• PKR nominated and re-elected to Vice-Chair of the board.
• PR nominated and elected to Secretary of the board.
GD reviewed meeting presentation.
• Budget review - Recycling Day
o Hard drive wiping service not well used
o Green paper shredder.
• Total budget request ~$4,482.
o PKR asked how to present info to Council
• Present to Sharon - City Manager.
• No issue with Operational funds.
• GD presented ESB calendar
• ED discussed recycling day plans.
o PR suggested reaching out to Youth Advisory Board for help promoting
o PKR and ED to set up meeting.
• ED discussed Pumpkin Composting
o Nov 8 - Dec 21
• ED discussed Food Composting
o Ideally want to run food composting at same time as pumpkin composting.
o CK suggested an incentive scheme to reduce land-fill trash.
o EA suggested weighing food diverted to help with proof of concept.

o GD highlighted the challenge of engaging the community
• GD raised Public Education initiatives.
o Leverage existing information sources.
o PR highlighted challenge to get clearance to link from the City (no links to for-profit
websites).
o GD to meet with City Manager.
EIS feedback.
• Walkability (PKR)
o Bring ideas to a study.
o Utilize survey data
• Demand Response (PR)
o Lots of options to engage with energy companies.
o No "no-brainer" easy win, but some opportunities to explore
• City Energy Usage Audit (GD)
o working with HARC.
o leveraging federal database.
o Will save about 4% saving maximum with capital Investment.
• CK asked about Battery Energy Storage System options.
o PR commented solutions are capital heavy and long return cycle
o Need to keep monitoring rapidly evolving technology
o Not feasible yet.
Natural World feedback (MM)
• Aqua hawk - update
New business
• MM suggested having a booth at the bandstand.
o Feedback that it is challenging with high noise levels
• MM raised a question regarding mosquito spraying schedule.
o Natural world subcommittee to investigate pesticides.

▪ The Bellaire resident utility portal powered by AquaHawk is a free service
for City of Bellaire customers that allows the customer to monitor their
