Howard Fire Company request for Fire Police presence at Punkin Chunkin Fall Festival Event Saturday, October 16, 2021, 8 am-5:30 pm. Council action requested. Annual Halloween Parade Request Saturday, October 30, 2021. The parade will start at the Elementary School down N. Allegheny to West High Street, and end at Talleyrand Park. Council action requested. Bellefonte Area School District Class of 2022 would like to have an event “The Raider Reindeer 4K Run/Walk” within the Borough on Saturday December 11, 2021. –Council action requested. OFFICE OF COMMUNITY AFFAIRS Zoning/Planning ➢ September Planning Meeting was canceled. Next Meeting scheduled for October 11, 2021 Historical and Architectural Review Board (HARB): Applications will be considered under the Consent Agenda. MAYOR—Tom Wilson PA Municipal League update – Request a Consumer Fireworks Hearing. Council may take action to have letters written to state legislators regarding this issue. COUNCIL PRESIDENT—Joanne Tosti-Vasey Spring Creek Watershed Commission met on September 15th. A reply to the Authority’s letter regarding the “One Water Plan” is being worked on and may be received by the next council meeting. No council action is recommended at this time. BUILDING AND PROPERTY— Frank Halderman, Chair No committee meeting was held FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair Committee meeting held on September 14th, notes submitted. The October 4th work session will include a budget presentation. No council action is requested at this time. PARK AND RECREATION—Melissa Hombosky, Chair Committee meeting held on August 9th. HUMAN RESOURCES—Jon Eaton, Chair Committee meeting held on September 8th with the public works union agreement negotiations as the main topic. The committee and staff will be meeting with the Union on September 27th. No council action is needed at this time. SAFETY—Randy Brachbill, Chair Centre Region Council of Governments Hybrid Meeting 9-14-2021 FYI, no action is requested. Workplace Safety Meeting 9-9-2021 notes and Meeting Minutes. STREETS—Mary Abbott, Chair Parking Survey Summary received. No council action is requested at this time Public comment/input meetings regarding changes to the Diamond area – Meetings will be scheduled for 6:30PM, Thursday, November 4th and 10:30AM, Saturday, November 6th, both in Council Chambers. Informational boards can be viewed in Council Chambers during regular business hours and written comments will be received throughout the month of November. Council may take action to formally set these dates, advertise and request coverage by CNET. Ordinance regulating vegetation between sidewalk and street – still under review. Committee will discuss further at the Sept. 30th meeting. No council action is requested at this time. ENERGY & ENVIRONMENTAL CONSERVATION—Mike Prendergast, Chair Bright Cities Grant program. Submission deadline October 1, 2021. Council action is requested to approve this application.
