Affairs-HARB Certificate of Appropriateness per recommendation COMMUNICATIONS (written): Diamond Improvements Elimination of Parking concern Support Request for Centre County Library & Historical Museum OFFICE OF COMMUNITY AFFAIRS Zoning/Planning  Next Planning Commission Meeting is scheduled for November 8, 2021 Historical and Architectural Review Board (HARB): Applications for Certificates of Appropriateness listed below have been administratively approved. No Council action is needed.  113 N. Allegheny St. (Crider Exchange Building)- Re-roof on back side of building with same shingles that were previously approved.  113 N. Allegheny St. (Crider Exchange Building)- Replace heat pump on the flat roof on the backside of the building. Cannot be seen from street.  223 W. Curtin St.- Pour a concrete pad in front of garage, approximately 12’x25’  128 W. Howard St. (Trinity United Methodist Church)- Phased project as funding allows: Re-mortar brick with Bright White. The brick is a limestone wash. NUISANCE CODES Report -  Report will be available at the November 15th Meeting Short-Term Rental Ordinance Stakeholder Meeting Update  Please read Gina’s memo regarding this update – included in the Office of Community Affairs memo.  Council may consider acting on recommendation to stay any issuing of Short-term rental permits until issues are resolved, pending advice from the borough solicitor  Council may take action to outline any instructions, next steps, etc. for the consultant and the stakeholder group REPORTS: Please try to limit all reports/rebuttals/deliberations to three minutes maximum. If further deliberation is desired on any item, additional time will be placed on an upcoming work session or council agenda. MAYOR—Tom Wilson Stage at Talleyrand Operations Plan included with meeting materials. A brief presentation may be given to council on the plan. Council may act on the Agreement or refer it to a committee. COUNCIL PRESIDENT—Joanne Tosti-Vasey Attended Drive Electric Coalition meeting. No council action is requested. BUILDING AND PROPERTY— Frank Halderman, Chair Meeting with Enterprise to discuss lease proposal, to be rescheduled. No action is requested at this time. FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair Committee meeting held on Tuesday, October 26th. Notes included with meeting materials. PA Historic Museum Commission/HARB recommending $2500 be put in the 2022 budget as a local match for a $27,000 grant for new HARB design guidelines. Council may consider adding this amount, tentatively, to the 2022 budget pending final approval at their December meetings. The Committee discussed the creation of a LERTA District. A brief overview is planned for the work session. Council may consider approval to seek legal advice from the borough solicitor PARK AND RECREATION—Melissa Hombosky, Chair Talleyrand Park Ice Skating Rink Proposal – Council may consider approval Talleyrand Park Volunteer to perform landscaping work (for Croquet) Council may consider approval Committee Report included in packet HUMAN RESOURCES—Jon Eaton, Chair Non-uniform contract renewal terms are being clarified in writing. SAFETY—Randy Brachbill, Chair Bellefonte Fire Department 2020-21 Statistics WATER, REFUSE COLLECTION & COMPOST FACILITY—Doug Johnson, Chair Authority meeting to be held on Tuesday, November 2nd at 6PM Big Spring Cover design ideas being sought – In conjunction with the regular Authority meeting on November 2nd, the Authority will be taking public comment/input on design ideas for a new cover over the Big Spring. Comments/ideas will be received throughout the month of November. Holiday (Veterans’ day, Thanksgiving) schedule changes, end of Grass and Brush pickup, Musser Lane changes, Leaf Pickup Memo STREETS—Mary Abbott, Chair Committee meetings held Diamond Safety Improvements public comment/input meetings – 6 PM Thursday, November 4th and 10:30 AM Saturday, November 6th.
