Council action requested St. John Catholic School is requesting to use Talleyrand Park for their Nativity Christmas Pageant on Sunday December 12, 2021 12pm (noon)-4:00pm. Request to waive fees. C-NET requesting the Borough to sponsor coverage of two meetings for the Spring Creek Watershed in 2022-2023. Council action requested. Committee would like to have more communications with boroughs in the program. No action is recommended at this time. FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair Nittany Valley Recreation Authority – pool contributions letter. See email. Issue resolved. No council action needed. Committee meeting held. See notes. Working on 2022 budget and draft LERTA ordinance. No council action at this time. PARK AND RECREATION—Melissa Hombosky, Chair No committee meeting held since last council meeting. HUMAN RESOURCES—Jon Eaton, Chair Union contract is still be finalized. A meeting with union reps may be necessary to finalize language. No council action is requested at this time. Borough Manager evaluations due 11/15. Council may consider an extension as none have been received by the Council President as of 11/12. SAFETY—Randy Brachbill, Chair Workplace Safety Committee Meeting scheduled for Wed. Nov.17, 2021 at 7:30am. FYI WATER, REFUSE COLLECTION & COMPOST FACILITY—Doug Johnson, Chair October 2021 Daily Water Withdrawal. FYI. November 2, 2021 Authority Meeting Minutes- DRAFT. FYI Big Spring Cover public comment period held on November 2nd. The formal presentation can be seen on the borough’s website: Bellefonte.net. comments will be received through the month of November. No action is requested of council at this time. Musser Lane Compost Facility gate opening will be dependent on weather/conditions. Access can be approved through the borough office. Brush/grass container pick up done for season after the 11/17 pick up. Watch for refuse schedule change over the holidays. Leaves at the curb will be picked up until snow. No council action is requested. STREETS—Mary Abbott, Chair Street committee meeting held to prepare for Diamond public comment meetings. No council action is requested at this time. ENERGY & ENVIRONMENTAL CONSERVATION—Mike Prendergast, Chair Bellefonte/State College receiving no match Bright Cities grant of $12,500. PA Fish and Boat encouraging tree plantings along the waterfront walkway. Grant funds available. Sustainable Communities Collaborative with PSU. Council may consider action to approve projects SPECIAL COMMITTEE REPORTS: Bellefonte Area Industrial Development Authority (BAIDA) meeting held on 11/10. The IDA is looking at deteriorated properties to rehabilitate. BOROUGH MANAGER—Ralph Stewart October 2021 Report Submitted with meeting materials. No council action requested Borough supervisors receiving harassment training in accordance with updated harassment policies for borough employees. The training will be recorded and used for future trainings of both staff and supervisors. OLD BUSINESS Bellefonte Borough Plan Amendments to increase Municipal Contribution Rate and Ordinance No. 20211115-01. Council Action Requested Food Truck regulations. Council may consider having a committee review the current regulations DRAFT LERTA Ordinance. The Draft was updated at the 11/9 Finance Committee meeting. The Committee recommended it be review by Council before going to the Solicitor. Council may take action to modify the draft ordinance and send the draft to the solicitor for review. Spring Creek Watershed Commission. Letter/response received/included with meeting materials. This response has not been officially received by the Authority. They will not meet until December 7th. No council action is requested at this time. Diamond Safety Improvements public comment/input meetings held November 4th and 6th. Comments will be received through the month of November. A recording of the presentation given at the public meeting will be available on CNET’s website and the borough’s webpage. Citizens can also complete a survey, complete a comment form, send an email or letter to the borough. Following the meetings, administratively borough staff reduced the number of delineators at the Diamond as a safety measure. No council action is requested. Special Work Session on 2022 budget and LERTA Ordinance. The date and time appears to be 4PM on Thursday, November 18th. Council may take action to confirm this and to advertise the special meeting. NEW BUSINESS Draft Social Media policy. Council may consider approval of this policy.
